Law and OrderThreats Against Those Who Are Enforcing tha law Vernal Jail Full of Criminals The dispatches of yesterday stated that there was a movement on foot to exterminate or capture the gangs of thieves thugs and robbers now infesting infest-ing the borders of this state Wyoming and Colorado and that Governor Wells had been asked If he would cooperate with the governors of the neighboring commonwealths in suppressing the lawlessness law-lessness which has prevailed and Is now prevailing The message which came relates that Governor Adams admits ad-mits he Is taking measures for the capture cap-ture of the murderers of Hoy who was killed near Browns Park at the intersection in-tersection of the three states The hour at which this was received In this city was too late to admit of any confirmation being made by the morning papers but the News interviewed Inter-viewed the governor The report printed by the News is as follows Governor Wells was seen by a News representative today and questioned ques-tioned as to the correctness of the statement In the Denver dispatch He was reticent in his replies not caring to give out any information on the subject He said however that he had received a dispatch from Denver yesterday yes-terday asking If he was willing and ready to cooperate with Governor i Adams of Colorado for the breaking up and driving forth of the Robbers Roost HoleintheWall gangs and other lawless characters who were hovering hov-ering about and committing depredations depreda-tions along the state boundaries He replied re-plied that he was and to the Newsman News-man said that plans were wellunder way to carry out the extermination Idea But what these plans were the executive ex-ecutive did not wish to state fearing that publicity would hamper the work and be of great advantage to the border outlaws The assurance is given however how-ever that there will be no childs play about the effort and that the end of the reign of terror that has been afflicting residents on the outskirts of Utah I Colorado and Wyoming for the past two or three years Is near at hand In fact the fiat has gone forth that the I Roosters must go As a result Interesting Inter-esting developments In northeastern Utah and vicinity may be looked for I within the next few weeks NO REQUEST FOR AID I The Herald attempted an Interview with the executive last evening and he replied that the matter was a hoar that the governor could call out I the troops only In cases of Insurrection or > Invasion and where the civil au horltles were unable rfot act No request I re-quest had been made for assistance However it Is evident the governor does not want to give away his plans MILITIA OFFICERS ACTIVE It Is stated that several of the cap tans of the companies of the national guard of this state have received letters let-ters of Inquiry from superior officers within the last few days asking how many men they can turn out In the event they are called upon and that each one has made reply to the ques tlon The information did not go through the regular military channels for according to the statements of two I adjutants they had heard nothing of I the matter or would not tell if they had so it Is presumed the information went to headquarters direct Company commanders stated that they had been i asked the questions and had made reply re-ply but that was all the Information which could be obtained j HOW THEY MAT BE PLACED From sources of information semiofficial semi-official In character it appears that for some time preparations have been quietly going on for the taking of action I ac-tion against the outlaws by the governors I gov-ernors of the three states At this time 1 when a crime Is committed in one state the depredators skip across the line i Into another and escape arrest They I know the trails and roads and possess a knowledge of the country which enables en-ables them to defy the law The plan was formulated by Governor Adams of Colorado who suggests that the states call Into service 350 or 400 men each and mount them as cavalry and then form lines which will be so arranged as to cover a great deal of ground By posting them a half mile apart this number would cover many hundreds of I miles The Heralds Informant states I that the Utah men will be divided Into groups which will be used to form a chain beginning at the Wyoming herder her-der In Uintah county That the Wyoming Wyo-ming soldiers will be used In the form of an inverted L lapping over the line between Utah and Colorado and coverIng cover-Ing the northern flank of the Utah guard That Colorados men will occupy oc-cupy a similar position on the south When the troops have been placed in position the closing in will begin ATTITUDE OF THE RESIDENTS Although many of the residents in the infested districts are presumed to be acting In cahoots wth the men comprising the gangs It Is believed once an Intention of cleaning them out has been manifested they will gladly turn out and render all assistance they can and that their services will be of great assistance It Is stated that the campaign will not require more than one week or ten days at the most and that the outlaws will have been subJugated sub-Jugated In that time ROBBERS ROOST GANG The Robbers Roost gang in this state has Its headquarters In the San Rafael country while the HoleInthe I Wall Powder Springs gang which killed Hoy lives in the vicinity of the Intersection Inter-section of the three states at Powder Springs an oasis In the desert there The last gang Is the one which robbed the bank at Montpelier Ida some time ago and Is made up of thieves thugs and all sorts of criminals It has given the authorities a great deal of trouble Among its members is the notorious Butch some incline to the belief that the Powder Springs gang had a hand in that also WILL BE DECISIVE I the governors of the three states do decide to go after them it is believed be-lieved there will be
