Show S NAVAL SHYLOCKS MADOO SEVEUKIA CRITICIZES A COURT OF IafIRYS FINDINGS In the Ileeeiviiipr Ship Vermont Case Captain Yanecy Ccn nred Pny master TillIng Too 3Ioriantys Appointment as Paymasters ClerIc llevolied WASHINGTON Aug 3 Acting Secretary Secre-tary McAdoo today announced tho conclusion conclu-sion of the navy department in regard to the finding of the court of Inquiry which investigated the age Irregularities in making payments on tho receiving ship Vermont usury being charged He severely criticises the court of inquiry for lack of thoroughness and says the department de-partment is thereby embarrassed in arriA ing at a conclusion He adds however that enough has been obtained to show that there have been irregularities and payment made In violation of the navy regulations and that In at least two Instances In-stances loans have been made by Paymaster Pay-master Yoman J Rasmussen at usurious rates of interest and that when the men were paid by the paymasters clerk W V Moriarity the amounts and Interest were deducted the men signing false receipts re-ceipts Mr McAdoo closes his statement state-ment by saying that the best interests of the service will be subserved by the following fol-lowing course First A letter censuring Captain Yan cex for his failure to observe the naval regulations respecting payments to the crew of AesseLi under his command SecondA similar letter to Paymaster Tifflny he to be placed on furlough when he has completed the settlement of his accounts ThIrdThe appointment of W V Mo riarity as paymasters clerk Is immediately immediate-ly revoked and he to be informed that the department will not approve of his selection se-lection for appointment by any paymaster or permit his entrance into the service in any capacity in the future FourthJ Rasmussen to be discharged from the service with an endorsement on his discharge to the effect that he is not deemed a desirable person for reenlistment reen-listment in any capacity i t |
