Show legislature LECIS LATURE enters upon the third week of its existence little done la 10 the WAY of tion the hilll till Abo orlis mablle opinion anil and ocen vies pies the time of chembero to the I a of legislation J still talk of church influence the thirteenth day ot f the legislative session Is I 1 gone and nd comparatively little done the eighth ballot for united states state senator has been taken and apparently patently ly there Is if no nearer a choice than on the first birtt bollot the senatorial election Is the all ab corbing topic both inside and out of 01 legislative halls hall no other thought attracts attract the public and apparently no other thought concerns the lawmakers law makers they meet vote for senator and adjourn with the occasional reference of a bill to its committee or the passage of some unimportant resolution even the chronic economists econom letB appear to have subsided aub sided as little protest prote st is heard an expenditure of near per day lor for which an ineffectual vote for senator Is the sole role service rendered how long this state of affairs will last Is problematical A few members have expressed themselves as anxious to settle the matter but the large majority seem determined to elect their candidate if it takes 11 II the session relatively the candidates stand eland as they did on the first formal ballot thatcher leads henderson second with rawlins a close cloie third the seventh and eighth ballots resulted in some come changes thatcher losing one henderson iwo two and rawlins gaining two one member being absent the last ballot resulted thatcher 23 henderson Hender con 18 raw in IS EXCITING EVENTS the contest has not been without events of more than passing interest some of these arise from the fact that there appears to be a wide divergence between the ideas of the people and the men who represent them two members whom suspicions of church influence have been directed were hissed when they left thatcher Thil cher one member was cheered to the echo when he changed his vote to thatcher assigning asa at a reason that influences foreign to politics from which the people had been granted immunity were in evid evidence ericel co 60 plainly as to be unmistakable this was senator harbour in part he said eald mr president and members of the joint assembly I 1 feet feel that I 1 owe to my constituents and to io the people of the state an explanation of the vote I 1 am about to cast As you you are aware the members of the minority party have felt it their duty up to the present time to let the dominant party dirty settle this question in their own way and we have been disposed to maintain the integrity of our own party but I 1 have seen some things thing in this campaign that I 1 do not allu and I 1 am m constrained to change my position I 1 am not an old resident of 0 this state I 1 am not a native son of utah and I 1 am not imbued with the bitterness shown by some of its mem bert bers it was only 12 months that we saw law utah admitted to the sisterhood of states she came up out of grave tribulations lat lons radiant and smiling and the people were ringing the bells with joy now they are wringing their hands mr president in order to preserve the integrity of american institutions in order that star on the flag shall remain untarnished I 1 cast my vote vole for Moses Thatcher As senator harbour thundered forth his closing words a mighty shout went up irom from the lobby instantly several adif thatcher men were wee on their feet clamoring for recognition but their voices were drowned in the din when finally quiet had been restored a motion was nade made to clear the galleries but a point of order was made against hearing a motion during roll call and the motion was withdrawn representative dresser oi of tooele thoele 1 11 so addressed the joint assembly in explanation of his vote he was war almost as dramatic as harbour but the gallery had already y polled its vote and remained quiet mr dresser said my first choice has been a member ot of the populist party but the time has hag now come when I 1 should vote for my mf second choice it is 16 to be regretted that the decision in this contest cannot depend upon of checan the candidates di dates there are seme who believe that in settling this question we are settling some other questions of vital importance to th the state estate the first consideration that guide me is that the man shall be absolutely sound bound on the silver question my candidate in iii this respect Is above suspicion the second consideration Is that if left to I a popular vote he would receive a majority ot the votes of all the electors tor for the first allegiance of the members Is to the electors the third consideration Is that this candidate represents a principle dear to the heart olevery ot every american I 1 hort hope the vote rote of this assembly will be a beclar 4 atlon aaion that no man or woman aspiring to office in utah need ask k the content of any ecclesiastical body I 1 cast my vo v 0 1 e for that apostle of civil and re liberty an apostleship from which no religious body can depose him moses mose r thatchers That cherl BILLS the bill seeking to aid the incorporation of the oregon short tine line to ii the only measure so 60 far to pass pas both houses it his has received the a weakening of henderson and a strengthening of rawlins mr thatcher held his own nine ballots were taken takers the first four developed no change in the next three bennion and kenner left henderson for rawlins rawlans ns and snow went to from the populists lists withdrew from thatcher but they will go back again when wh en their votes will count for something the last laft two ballots resulted in no changes standing thatcher 20 rawlins ns 19 19 henderson 16 finding 1 an I agreement improbable a resolution was put through providing for cor three ballots each day until a senator should be elected SIXTH DAY DAT IS S BALLOT BAILOT BAI LOT at last the legislature Is growing weary of the senatorial contest so far there has bar been a deadlock dead lock and six days has brought forth no material change but as there Is i an end to all things so there must be to this contest so notwithstanding the resolution put through the previous day the joint assembly took twelve ballots before adjourning the sixth days ballot resulted in a gain of two for thatcher chambers left Rawlins and speaker perkina left henderson enderson II both voting for thatcher the ballot stood at the close thatcher f 23 bawling IS 8 II enderson iii 14 A feature of the day was the of aagut fifty telegrams by callis from his constituents asking him to support thatcher lie has been bitterly op posed to thatcher intimating it Is fr said that he would rather resign than to so vote finally final he definitely stated that he would do either cither the one or the other should he become convinced that his constituents so desired it As a result he was deluged with messages a P few W of which were very eurt curt NOTES the gallery will thin out when the senatorial election Is ikover over everybody Is for thatcher except those in inside side the railing they are divided so far no appropriation bill ha has been introduced co governing verning members salaries it is an ove oversight sight senator wrights taxation where the property Is fr taxed senator wrights bill repealing the corrupt practices act Is being made jest of friends of thatcher claim it Is to enable all members who oppose him to buy their way int into the next legislature if an opportunity Is offered this in 6 merely suggesting that they cant be elected again it is likely that early in the week a resolution will be introduced demanding an investigation of the charge that church influence Is being used in the election of a senator those who stand sponsor for the resolution claim to have positive evidence in one case and believe they will be able to develop evidence in others the public anxiously awaits the developments A bounty bill h has as been introduced by representative cook of box elder it Is not a cocoon bounty but seeks to amend the law of 1896 relative to bounties for the destruction of wild animals ani malf its principal feature differing from the law of last year Is that it empowers the board of county commissioners to offer a bounty at their discretion the former law made it mandatory upon presentation sen tation of a petition signed by fifty electors senator wright has introduced a bill to repeal the corrupt practices act the measure which more than any other made senator achsan of weber a lead ing member of the first state legisla ure requiring candidates for office to render an accounting of their expenses it Is 16 claimed the bill will pass pars the upper house and possibly the lower one also senator Alli pet measure has big many staunch friends who believe its repeal would be a step in the wrong direction A report from the trustees trustee of the school for the he t deal deaf dumb and blind shows show that institution to have forty teven seven seven ot of them being from idaho the written by a member has been made public witch withholding the signature dec 31 dear sir your letter of 1301 dinst received I 1 at present am unable to take that higher ground Q you speak of and indorse for the highest civil position that Ut ahcan give one who has proven himself recreant to a cause to which he had so completely and knolly pledged himself and which I 1 should judge you in connection with myself consider even higher and more sacred than that of the united states senator upon this question I 1 am free and and intend to remain so but unless my views are arc materially changed I 1 will not in my feelings nor by my vote indorse moses mores thatcher for senator ic respectfully |
