Precinct Pre-cinct Ticket Delegates to the City Convention Elected I i Pursuant to the call issued tho Democrats Demo-crats of the Third precinct mat last evening even-ing in Sandbergs hall for the purpose of nominating three candidates for the city council and thirtyfive delegates to the Democratic city convention to be held October9 W A Hodges chairman of the Third precinct Democratic organization called the meeting to order J N Pike was elected chairman and Charles E Silver wood secretary Before the chairman coma take nis seat John urecn was on his feet demanding that all those in the meeting who were not Democrats of the Third precinct should withdraw The demand was greeted with shouts of derision and requests that the speaker name those whom he wan ted ejected The chairman when order to some extent was restored made a request that those who were not legal Democratic voters of the Third would retire but no one moved or showed any disposition to pay any attention ention fo the request Moroni Gillespie moved that the meeting meet-ing proceed to nominate three council men E A Smith amended the motion to read that the meeting proceed to nominate nomin-ate three councilmen and that three tellers tel-lers be appointed to count the votes castor cast-or the motion W A Hodges made an amendment to substitute the words thirtyfive delegates men dele-gates for the words three council TO ENDORSE THE INDEPENDENTS Elias A Smith hoped the meeting would conclude not to nominate council men but would endorse those nominated by the Independent citizens John E Hansen offered the following resolution Whereas in the interest of good government I gov-ernment a large number presumably a majority of the citizens of Salt Lake throughout the various municipal wards without respect to political faith have by one concerted movement brought about the nomination of a full set of city and precinct officers and Whereas we too favor reform throughout the legislative and executive executve departments of the city government therefore be it 1 Resolved that we do not at this time nominate candidates for the city council I to be voted for at the November election of this year as we believe that general victory will be more easily achieved by a united effort to support the independent I citizens movement The chair held that Mr Hansens resolution res-olution was out of order and refused to entertain it The resolution as amended by Mr Smith was put and carried Then a big squabble lasting three quarters of an hour followed as to the meaning of the resolution which had just been passed Mr Smith held that it meant that the three tellers were to count the votes on the motion to nominate councilmen and iloroni Gillespie and his following insisted in-sisted that it meant that the tellers were to count hevotes cast for the councilmen when they were put in nomination and voted for S W R Brown moved to reconsider the wholo matter The motion to reconsider recon-sider was put and the chair declared it lost A division was called for At this juncture attention was called to the fact that the house was packed with parties who were not Demo cratsand who did not reside in the precinct pre-cinct and ONE J L KOKE exassistant superintendent of waterworks water-works under Billy Ryan was pointed out as a Liberal and not a resident of the Third precinct Mr Hoke who was somewhat inebriated flatly declined to withdraw and stood on his rights as an American citizen claiming claim-ing that his citizenship clothed him with the privilege of participating in the proceedings pro-ceedings It was moved that a eergeantatarms with five assistants be annointea to clear the hal of all who were nonresidents of the Third precinct EE Rich moved that all who had participated in the Independent Citizens movement be also excluded but the chair held that all Democrats residing in the i precinct would be allowed to vote whether they had taken part with the Indepen dents or not The motion to appoint the ser eantatarms prevailed and the chair appointed six who commenced operations by turning out Mr Hoke who by this time had become very noisy The chair then requested that all those not entitled under the ruling to participate would withdraw to the south end of the hal and remain as spectators only i they so wished or retire altogether About twenty persons rose and betook themselves to the quarter indicated The sergeantsatarms then commenced their I work and weeded out about fifty more who were reluctantly compelled to retire to the back ground Several police I officers were present and the chair called on them to help preserve order as the meeting by this time had I ASSUMED THE tme ASPECT OF BEDLAM I After comparative quiet was restored and the sheep and the coats divided the motion to reconsider was taken up again end after half an hours hard work the tellers announced that the vote stood 68 for reconsidering and 66 against By thib time it was 930 oclock two hours hav lug been spent in getting back to the point at which the meeting started Then somebody moved that we nominate nomi-nate three councilmen and somebody else moved that we do not nominate three councilmen and both motions were seconded RICH IN THE ARENA E E Rich then stepped into the arena and said There seems to be a disposition disposi-tion here to spend tho evening and do nothing I hold that any one who has endorsed another ticket should not be permitted to break up the meeting JUDGE SMITH ANSWERS HIM E A SmithI want to reply to Mr Rich and will say that accusations have been made against Mr Rich that he has tried to pack this meeting and any one who objects to a fair method of counting should go out and I hold that any Democrat Demo-crat of the precinct has a right to vote in this meeting whether he has attended the Independent meeting or not and the chair has so ruld and that settles it THE NOMINATIONS The motion to nominate three councilmen council-men prevailed 69 voting aye and counci 6 The following were then put in nomination nomina-tion E E Rich R P Morris Joseph Watson T J Everill John ardrope and John N Pike I The vote
