Springs company stating stat-ing that they were owners of lots l 1 2 i nnd 14 in Lake View subdivision and that J their springs were located thereon the c eaid location beinc about 150 yards from the cemetery That the springs is a hollow hol-low or depression of considerable dimensions dimen-sions and the company alleges that in December last there was thrown into this depression a number of barrels of refuse from the gas works by direction of the city In time this refuse contaminated these springs and they were compelled to remove the refuse at great labor and expense ex-pense Owing to this state of affairs they were unable to nse the springs for a period per-iod of six months and they now desire damages in the sum of 52500 They al lece that it cost them K625 to remove the refuse and place the damages resulting re-sulting from not being able to use the springs for the time named at 5159325 They agree to fettle for the said 2500 otherwise they wall bring suit Referred to the number of horaes that are scared by the riders Aj spirited debate followed the reading of the report Loofbourow being in favor of sending all the bicyclers up there permanently perma-nently whileFolland thought that it was prenosterous to even think of telling bicyclers bi-cyclers that they could not use any specified speci-fied highway The matter was finally referred to the city attorney to draw up an ordinance in harmony with the report The city treasurer asked that property owners laying their own sidewalks be required re-quired to get a permit from his office after getting Western railway relative to raisin their track at the point where it crosses the Roper street canal and was informed that the work would be done Referred city engineer and watermaster LOCATION OF THE BOULEVARD The city engineer reported that he had completed tbo location of tho proposed I boulevard between the bed of City Creek I canyon near the tank house of the Cap itol hill water works and the intersection of Ninth South and Thirteenth East streets but on account of his whole force being required on the work of paving and the staking out of the gravity sewer the location of the boulevard on the westside west-side between the bed of the canyon and the capitol grounds had not been completed com-pleted He stated however that he would do the work as soon as possible unless he was authorized to employ additional ad-ditional help for the purpose named The report was filed ANOTHER CITY CREEK SqUATTER The superintendent of water works recommended that 1500 be appropriated for imnroving City creek by clearing up dead brush opening springs and riprap ping the stream He also reported that a person named David Depew had filed a claim eight miles above the city and built a house about seventyfive feet from the creek and thought as the water would be contaminated that the matter should be looked into Referred to the mayor A CREMATOR ORDERED The committee on sanitary rules and quarantine recommended that action betaken be-taken at once by the council for the purchase pur-chase of an additional garbage cremator Referred back to the committee to solicit bids for a 50 75 and 100 cubic yard furnace fur-nace A report from the sanitary inspector in-spector accompanied the committees report showing that the present cremator is totally inadequate to consume the garbage The committee on streets recommended that the city engineers report with reference to the approval of Calumet Place be adopted Adopted The committee on streets also recommended recom-mended that the street supervisor be instructed in-structed to place the dirt from the lower portions of the paving districts to fill the low places on Sixth South street between Second West and Fourth West streets SYSTEM The committee on water works reporting report-ing on the petition of John Shils et al asking that a portion of the highline system completed and covering the northern north-ern portion of the Fourth precinct be supplied with water from the City creek stated that while they found it inadvisable inadvis-able to attempt the completion of the highline reservoir this year they had ascertained that by expending 2500 temporary tem-porary improvements could be made that would supply all present needs and the highline system could be utilized util-ized at once so far as it affectt the northeast portion of the city and recommenced that the superintendent waterworks be authorized to proceed with the necessary work at once Adopted The committee on irrigation reported adversely upon the petition of George C Harvey ct al asking that they be permitted per-mitted to tap the Jordan and Salt Lake canalon the ground that it would be unsafe un-safe Adopted The board of equalization and review on sidewalks in district No 21 on both sides of Second South street from Fifth West to the Jordan river recommended that the plats and lists of assessments against the property be confirmed except as to the property of Albert Fisherwhich be changed to 165 feet instead of 170 feet and Bill McGraw 37 feet instead of SI1 feet and that the city attorney be instructed to draft the usual ordinance Adopted FIRE STATION CIRCUMLOCUTION The committee on public works reporting report-ing on the matter of advertising for bids for the new fire stations stated that under un-der the law the advertising for bids devolved de-volved on the board of public works and recommended that the board be so authorized author-ized with the power to enter into a compact com-pact subject to the approval of the council coun-cil tho stations not to cost to exceed 5COO each Referred to the city attorney for nn opinion Moran moved to reconsider the action of the council by which the matter was referred to the committee on public works at the last meeting Carried Moran then moved to refer to the board of public works to advertise for bids and report a contract for the action of the council Carried Heiss introduced another resolution as follows Resolved That it Is tho sense ot this council that the Salt Lake City Railway company stall bo Prohibited from placing curves or switches at the intersection of Main and First South streets except a curve across the southwest quarter ol said Intersection from West First south street into Main street turning south for the reason that said company has no franchise fran-chise or privilege from the council to construct said curves on said streets and they form a great obstruction to public travel at a point on said streets usually much crowded and that this resolution and the subject matter be referred re-ferred to tho mayor for approval Adopted Moran introduced the following Resolved That the street supervisor bo instructed
