Show THE VARIOUS DEPARTMENTS Voluminous Reports Condensed and tho Salient Features Presented The majority of the reports as submitted submit-ted by the several city officers to the mayor are very voluminous dealing largely with statistics entirely technical SANITARY DEPARTMENT Tht report of the sanitary department is replete with details of the work done in the past year The total number of complaints com-plaints received from all causes was 1840 Two hundred and sixtyfour carloads of garbage and dead animals were shipped from the city 1388 dead animals of all kinds were disposed of and 34670 wagon loads of garbage were hauled away by city and private teams The superintendent superinten-dent of the department urges a more + n + 4 + n4 + h Hnnnl 01 lIne urumuuue stringent emorcemenii relative to receptacles being provided for each separately occupied property as where the recaptacles are segregated they are most dangerous disease Breeders because be-cause of constant use Recommendation is also made that another furnace be erected in the southeast portion of the city in order to accommodate the rapidly increasing accumulation of night soil The operation of the crematory which has been in use for several months has been entirely successful its total cost of operating to the first of the present year being 39650 CITY RECORDER The city recorders report is short and to the point Nine hundred and twenty seven petitions890 reports of city officers and 805 committee reports were filed during dur-ing the year Sixty ordinances were presented pre-sented and passed 425 resolutions motions etc were disposed of Forty two water mains intentions and completions com-pletions were published as were 21 sidewalk side-walk 25 sewer and 15 miscellaneous notices making a total of 3007 papers handled One thousand pages were necessary to enroll the minutes of the I council Licenses were issued to sell liquors 1972 to merchants 1992 miscellaneous mis-cellaneous and 1641 for dogs CITY ENGINEER The report of the city engineer for the year just closed shows the expenditures to be 2091817 Field work has been done in extending the resurvey of the city extending street I and sidewalk grades locating roads lay jug out the gravity outlet sewer and other I similar work and much office labor has I been accomplished in making maps profiles pro-files plans specifications etc for all I work performed under the board of public pub-lic works Streets were graded at a cost i of 288393 and 402 miles of streets added t during the year by the approval of four I I teen new subdivisions There were 35610 square feet of street paving laid part asphaltnm costing 293 to 339 per square yard and part stone at a cost of 263 per square yard and 18050 square feet of sidewalk were laid WATERWORKS DEPARTMENT The report submitted from the waterworks water-works department covers 125 pages of closely typewritten manuscript The total expense of the department was 24698617 divided as follows Freight expense 46118 labor 10311705 material ma-terial 11575112 The extensions granted by the city council have been laid as I rapidly as they have been paid for aggregating aggre-gating lot 537 feet at a cost of 10660269 or a fraction over 1 per foot The high line with the exception of the reservoir is completed and as soon as the reservoir is completed the water can be turned in The report states that City Creek canyon has been patrolled daily since June 22 1892 and that the stream is becoming well stocked with fish Grouse are corning corn-ing into the canyon and will remain if protected from hunters The report recommends that the High Line reservoir be completed by May 1 and that the east bench reservoir be cemented ce-mented and ready for use not later than May 1 By this improvement the city can store 6000000 gallons of water during the night which would otherwise go to waste Jt recommends the construction of a reservoir res-ervoir of not less than 2003000 gallons capacity at some convenient point near the present brick tank in City creek The present tank is so small itallows sediment to gather in the mains when the pipes draw to their lull capacity Recommends that the work of riprapping in Parleys canyon be not stopped and that the City Creek road be widened to admit the passage of teams at any point and that during the months of June July August and September it be sprinkled from where the city leaves off to High Line reservoir The report suggests that the council petition pe-tition Congress through Hon J L Rawlins to cede to Salt Lake city for a water shed all lands belonging to the government in Parley Emigration and City Creek canyons Attention is called to the necessity for an immediate settlement settle-ment of the suit instituted by the Montana Mon-tana Ice company regarding water rights in Emigration and Parleys canyons This cause restrains the city from using the water during three months of freezing weather at a time when City Creek canyon is liable to freeze and leave the city without a water supply recommends that in future in making water extensions the circulations be made complete and dead ends done away with saying that water extension h shad s-had more to do with a reduction of the death rate than any other improvement The report also recommends that in assessing property for water mains in that part of the city where blocks are forty rods square that the property be assessed 140 feet deep instead of twenty rods thereby avoiding expense to inside property owners in being compelled to take water through the block CITY SEXTON The city sexton submits the report for his department in which the total expenditure ex-penditure for the year was 1880276 Fees were received to the amount of 5151775 and tha amount collected from the sale of lots was 1447 The total number of burials was 640 of which number num-ber 64 were paupers FOOD INSPECTOR The food inspectors report is very short There were condemned as unfit for food 5273 pounds of fish poultry and meats divided as follows Pounds Beef 810 Chickens sos Ducks 919 Fish 1087 g g Grouse iSO Geese no 72 Mutton 95 Quail 50 Rabbits SO Turkey 985 Tripe 20 Veal > 113 Venison 315 There were also condemned 6286 pounds of miscellaneous feeds consisting of butter eggs cheese pickles fruits etc HEALTH COMMISSIONER The health commissioner opens his report re-port by saying the garbage cremator is a success and extends congratulations to the city council upon its wise course in promoting the cause of health in the city by the adoption of necessary sanitary measures greatly reducing the death rate which was at one time third of all the cities of the Union New York and Memphis alone leading This remarkable decrease is due to the improved sanitary regulations which have made of Salt I Lake one of the most healthful cities in the world The total number of deaths reported was 717 including 419 males and 298 females The average death rate was 1193 Number of deaths from diphtheria diph-theria 97 number of deaths from scarlet fever 78 Births were reported to the number of 1022 and 692 represents the total of marriages reported SEWER DEPARTMENT In the sewer department there has been one arrest and conviction under the I ordinance providing for a misuse of sewers by dumping night soil into the manholes To prevent this in future I a lock has been devised for the manholes thus making them inaccessible for the purpose pur-pose mentioned As matters now stand the greater portion of the city sewage finds outlet to the Jordan river and the report urges upon the council the necessity neces-sity of immediate action to save the Jordan Jor-dan river from pollution It also recommends recom-mends the pumping bulky and statistical contains one sug gesiion frequently urged by THE HERALD which will if carried out materially add to the beauty of the streets It recommends recom-mends that tie spaces between the electric I elec-tric line poles and the street car tracks be seeded to grass and that a system of small parks be instituted throughout the city in this manner During the year 375 miles of streets were graded much of which was very heavy cutting Fifteen miles of streets were graveled exclusive of Sixth South boulevard which was graded and turnpiked a distance of one and a half miles Street signs were put up in all the inhabited portions of the city at a cost of 359615 The total cost of operatton for the year was 10320509 including prison labor and poll tax gjThe report calls attention to the fact that quartzite rock in large quantities is found near the city which is excellent for road making purposes and recommends recom-mends that a few ot the principal streets be macadamized with this rock during the coming year WATERWORKS DEPARTMENT The amount of expenditures and receipts re-ceipts in the waterworks department are largely at varience the latter being 9025 and the former 4227722 divided as follows fol-lows Jordan and Salt Lake City canal 629106 Parley Creek canal 292452 Surplus canal 54524 watermasters department de-partment 3251640 Through the Jordan Jor-dan and Salt Lake City canals 24000000 gallons have passed daily and 64 per cent of the water taken in at the headgate has been delivered to the people The expense in the irrigation department depart-ment was quite large and 2508 feet of fiuming was laid in City creek from the east side of Sixth to the West side of Ninth West street at a cost of 303578 FIRE DEPARTMENT The chief of the fire department in submitting his report has paid more attention at-tention to the minute details of the department de-partment than to the general information which can bo condensed into interesting reading The total loss by fire during the year past was 11308355 upon this loss an insurance was paid of 510954355 leaving a net loss of 3540 There were altogether 134 alarms turned in classified as follows Box alarms
