Show lextIX IX THE HOUSE Democrats Are Again Unable to Produce Pro-duce a Quorum Washington Jan 4The Democrats suffered a repetition of their experience experi-ence yesterday They were again unable un-able to produce a Democratic quorum which the Republicans insisted they should have before the tariff debate could proceed The high water mark tide was 170 twelve more than yesterday terday but twentynine less than the requisite number I is claimed by the Democratic whip that over ISO Democrats ale in the city and that some of those who did not appear today to-day are lukewarm In support of the Wilson bill or are openly fighting some I of its features and have deliberately decided t offer no aid toward getting i the bill before the House r One Democrat Sperry of Connecticut I cut although present acted with the Republicans today and refused to a swer to his name The Democratic leaders are very much disgusted over yesterdays and todays proceedings and assert vehemently vehe-mently there is no excuse for the heavy list of absentees at this Important Import-ant time saying every Democrat understood un-derstood when the holiday recess was taken that the programme was to take up the tariff on the day Congress reconvened The Republicans are naturally jubilant over the success that has attended their efforts to block progress although there is some manifestation mani-festation of dissatisfaction with the course of Boutelle whose attempt to launch the Hawaiian debate Hawaian yesterday and today has cut off all prospect of the consideration of that subject until the tariff is disposed of Had he te tarif dIsosed of permitted I 4i i per-mitted the arrangement suggested by McCreary and agreed to by Hitt t be entered into yesterday tomorrow and Saturday would have been devoted t Hawaii and the same blockade f i could have been effected in the House with reference to the tariff by refusing 1t to vote to go into committee of the whole for the consideration of the Wilson Wil-son bill I is almost certain the Democrats Dem-ocrats will have a quorum present too to-o morrow but two days have already been wasted and this will probably necessitate the extension of the limit of the debate beyond January 17 on r which daythe programme contemplated 1 the final vote There was some talk of Crying out the original programme to yote on January 17 and reducing the tine for the general debate four days ant the debate under the fiveminute rule to seven days With this idep In view some Democrats who desired t speak were asked if they would con aiht to speak very briefly with the privilege of extending their remarks inc in-c the Record but several threatened t rote against the bill unless they were i given an opportunity to tell the House I J J j l t rM in open session why they opposed it in part or a a whole I is likely the debate will be extended at least two days to make up for the two days that have been wasted The committee on i rules will consider the question tomorrow I tomor-row morning I Boutelle precipitated the Hawaiian fight by moving consideration of his resolution thereon The Democrats Demo-crats had decided to fight this off till the tariff bill had been disposed of so McMillin in behalf of the ways and means committee raised the question of consideration A call of the House developed the presence of 240 member The vote then recurred on the question of the consideration raised by McMillan against the Boutelle resolution The Republicans again remained mute and again the quorum disappeared disap-peared the Democrats again mustering muster-ing but 150 votes This time four votes were cast In the affirmative After a consultation the Democratic leaders decided Jt was useless to continue con-tinue an effort to secure a quorum today to-day and on motion of Wilson at 140 p in the House adjourned |
