Completed the Joint Building Finished andthe MunicIpality Munic-ipality Have Some Money Left The Proceedings I i The meeting last night of the joint committees to consider the advisability of curtailing work on the city and county building as contemplated in I Councilman Youngs resolution was one of deep concern and if the figures and philosophy upon which the members I mem-bers agreed are sound the gravity I sewer is a consummation not remote work Tvill continue on the courthouse undisturbed and the city will come out after all bills have been settled with a dollar in its pocket The mayor 11 had carefully reviewed the situation and as he presented it to those present pres-ent called upon President McCornick to keep check on his calculations that i they might ascertain just where the i city financially was at Hs elucidation elucida-tion was clear his points well defined and the arguments forcible i The deliberations began with Mayor Baskin in the chair and all members present excepting Councilman Young of the special committee appointed at the last regular meeting of the council Chairman Daly of the special committee com-mittee stated the object of the meeting meet-ing as outlined in Councilman Youngs resolution looking to the curtailment of expenses on the joint building and to confine expenditures to those which are absolutely necessary to the completion com-pletion of the structure without Injuring injur-ing its appearance This suggested Mr Daly might be done by setting aside temporarily such items as that providing for an elevator clock etc j Secretary Dennis this might be added the cost of the clock and tower 4000 the ost or chande I hers 4400 tiling 55800 salaries and architects fees 4000 I The item of 28000 for furniture which is to be filled in July was the I occasion for some debate Councilman Counciman McCornick thought that had the conj tract been opened to competition the furniture could have been obtained for less an example of that having been experienced in the equipment of his bank on which competition had saved him 5000 Mr Morris stated that the committee commitee had made a thorough canvass of the question and that they had contracted i for the best at the bottom figures fgies Mr Daly thought a 1500 fountain I in the park could be dispensed with to which the mayor replied that he would undertake to defend that item I Councilman Cohn asked if it was the sense of the committee that the clock bp dispensed with temporarily cock I Mr Morris replying stated that it would interfere with the contract and were it undertaken but 56000 would I be saved to the city which be practically prac-tically of no service He didnt believe that the contracts could be interfered with without prejudicing the standing I of the city and county Mr Cheesman said he had conferred I with a great many taxpayers and he was happy to say that they were all in favor of going ahead with the work The Mayor Am I to ali Mr McCornick that you are in favor of abridging wherever it can be consistently f con-sistently done Mr McCornick Yes sir Thats what I desire to ascertain I have some figures which I desire to submit when the committee will permit per-mit me Mr Cohn calling for the figures the I mayor submitted a statement showing how the expenses might be curtailed j the remainder of the year and declared de-clared that they should not exceed 30000 a year if that much Mr McCornick figured the expense ex-pense at 25OQO a month The MaorI that is true then we will have 100000 left and can complete the gravity sewer I Continuing Mayor Baskin took up the contract with the electric light company declaring that Salt Lake was paying more than any of twentyfive cities of the same class and was now paying them 50 a year more per light per annum than was fair He believed I 270 lights more than any city of this I size needed and thought a number of them could be dispensed with without I working Injury or inconvenience to anyone any-one Going further into the expense account of the city he showed that at this time the monthly expenditures aggregated ag-gregated 36962 and but little difficulty should be experienced in reducing It to 30000 requiring a total of 240000 to maintain the government of the city the next eight months The current income I in-come at 25000 a month would give 200000 for the eight months which with the proceeds of the eight hundred 1000 bonds would give the city 1000 000 with which to start This was followed by the following column of indebtedness Expenses for eight months 240000 Outstanding plant bonus T 1 lw which said he the city was In no con1 dition to give The original contract upon the sewer had been at 392000 of which 135000 worth of work had been 1 performed and as the intention was to prosecute work as far as Fifth North it would require but 170000 more This was the terminus as originally contemplated contem-plated and the mayor felt that by observing ob-serving the line of financial policy that had been under discussion work could progress on the city and county building and the gravity sewer would be carried to a successful consummation consumma-tion The taxes next year would amount to 95000 the solution of the problem was an economical administration administra-tion of city affairs and the cautious disbursement dis-bursement of every dollar To the assets as-sets might also be added 25000 the M bonus promised by a former council for the copper plant This administration he contended had made no promise to the copper plant i was under no obligation ob-ligation to redeem the promises of a former council and i was certainly not In position to undertake to do i With these suggestions the committees commit-tees adjourned x subject to the call of the
