City Utah January 10 1894 To His Excellency Hon Caleb W West Governor Utah Territory SirWe submit herewith for your inspection and approval report of the secretary and treasurer of this board showing the receipts and disbursements from the time of its organization up to and including this date and marked exhibit A and B respectively The final appointment of Hon A L Thomas was not made until the latter part of 1892 On December 21th of that year the board organized fO business by electing the following officers cers Allen Fowler president James M Dart treasurer C C Shinnick secretary 1 Since that time we hav held in all twentyfive meetings five of which were sessions of twelve hours for the purpose of examining applicants in the various branches of medicine Three hundred and sixty applications for license cense have been received thirtysix of which required a written examination i Of this last number twentyfour passed a successful examination and licenses were issued Twelve failed to pass a successful examination and were refused I During the year one hundred and i sixtynine graduates have been licensed censed Five nongraduates have also I received licenses after having passed a satisfactory examination The schools represented by the one hundred and seventyfour above referred to are as follows Regulars 142 Homeopaths 18 Eclectics C PhysioMedicos 2 Hygienic Hy-gienic 1 I One hundred and fifty six persons have been licensed to practica midwifery mid-wifery During the whole time there has Durng all nineteen rejections twelve on account of failure to pass a satisfactory satis-factory examination six on account of their credentials not being satisfactory satisfac-tory to this board and one because of dishonorable and unprofessional conduct con-duct duct want of evidence several applications cations for licenses are still pending catons the duties performed by the board no compensation has been received re-ceived The action of the board has at all times been harmonious and its decision in each and every instance unanimous At no time has it been the policy of the board to pull down polcy or build up any one school to the detriment det-riment of the other and in no instance has there been received any complaint of injustice done to a rejected applicant instance the cant In each and every instnce board has acted impartially and w governed in its actions by the report of the examiner or the examining members of the school from which the applicant has graduated The total moneys received as you will see by the accompanying statements state-ments amount to 191082 and the disbursements bursements to 122405 leaving a balance bal-ance in the hands of the treasurer of I6S677 all of which is respectfully submitted sub-mitted D President lowedRECOMMENDATIONS RECOMMENDATIONS We beg to recommend for your consideration con-sideration the following amendments to an act entitled An Act to Regulate the practice of Medicine pages 81 82 83 and 84 chapter 72 aproved March 10 1892 In section 2 of said act by striking out in lines 17 and 18 the words and shall indicate the Medical Society from which the Board has been appointed Ii and from section 8 by striking out in the fifth line the word such and inserting at the end of said section the following And the revoking of a certificate cer-tificate will disqualify the person named in the certificate from practicing practic-ing in this territory From section 9 in line 3 by striking out the words for a fee and in line 5 by striking out the word such and inserting in lieu thereof the arti cle A and in lines 13 1 and 15 the words And provided that such application ap-plication for a certificate shall be made within six months after the taking tak-ing effect of this act and in line 20 months by striking outthe words within six In section 12 by Inserting after the word Territory in lines 1 and 2 the words Who have not already a license cense from the Board of Medical Examiners Ex-aminers and by striking out in the same section in lines 3 and 6 the words To be a pled toward defraying defray-ing the expenses of said Board and by striking out all that portion of said section commencing with the word Provided in line 10 the end of said section From section 13 in line 2 the word recognize and inserting at the end of said section the words Recognised by State Medical Examining Boards by adding another section to said law towit Section 16 Moneys received under this act may be applied in defraying de-fraying the expenses of said Examining Examin-ing Board In submitting these changes we desire de-sire to represent as our reason there for that the bill will thereby be made clear in some particulars and modified in others In section 12 the provisions stricken out having already been complied com-plied with is without value and should in our opinion be eliminated from the billAll All of which is respectfully submitted submit-ted |
