2The debate on matter began in the the Hawaiian mater House today under the special order which will bring it to a vote next Monday Mon-day at 4 oclock Tle adoption of the order was preceded pre-ceded by a very lively passageatarms between Boutelle and Catchings 3 member of the committee on rules which resulted in two attempts made by the former to have the words of the latter excepted to by the House and subject him t censure Only two speeches were made today the first by McCreary which was the opening argument in support of the resolution under discussion and which consisted of a critical and analytical consiste situation from the review of the entire situaton te revolution early first inception of the rvoluton Ir 1892 to its consummation in January 193 It was in every respect a strong I arraignment of the action of Minister Stevens who was boldly charged with complicity in the alleged plot to overthrow over-throw the existing monarchy Hitts reply was marked by great feeling and vigorous utterances in denunciation de-nunciation of the policy of Cleveland nunciaton and a characterization of the deposed queen He used the strongest possible > terms frequently eliciting applause IfGin his Republican colleagues He J not concluded his speech when the Hoe adjourned The resolution which forms the basis of the present discussion is that of McCreary condemning the act of Minister Min-ister Stevens and approving the policy of the president at the same time expressing ex-pressing i as the sense of the House that annexation of the Hawaiian isl ands is inexpedient The Republicans have offered a minority mi-nority report approving Stevens acton ac-ton and condemning the acts of the present administration During the debate on Hawaii Catch Ings of Mississippi stated that the rules of the committee provided against Boutelles famxistlc and Bed Jamie gyrations on the Hawaiian question ques-tion Boutelle amid much confusion demanded de-manded that Catchings1 words betaken ors taken down but on a vote Catchings was excused Later Catching said The gentleman gentle-man Boutelle is afflicted with a harmless mania for making an exhibition exhibi-tion of himself on all occasions Boutelle again demanded that the words be taken down They were read from the book The speaker ruled that the language was not parliamentary parliament-ary A hot discussion ensued amid much confusion The speaker had recognized Catch Ings from the committee on rules to report the rule setting aside today Saturday and Monday for the consideration consid-eration of the McCreary Hawaiian resolution olution the vote to be taken t oluton at 4 p mon m-on Monday the minority report to be then taken up Boutelie at once began clamoring for recognition t call up his Hawaiian resolution but the Speaker declined to declned recognize him tH the committee report was read then being recognized Bou tPIf raised the u point that the report ui me committee could not displace the privileged resolution affecting the very existence of the House and asked ask-ed that this plileged phileged question be submitted to the House The speaker said if there was any impropriety in the course complained of it was to be laid at the door of the House and not to the speaker as the House had superseded the ordinary rules to allow of oldinar such alow a report a was complained of I was for the House to say whether it would consider the l committees resolution or that of Bou p telle The previous question was then o dered and fifteen minutes allowed each side Boutelle spoke briefly and sarcastically action of the committee which he said was considered the quickest and most effective way for the House to determine what it would do Reed interjected the remark that it was like the lynchings in the Catchings was finally allowed to red in order and the incident closed cosed At this point the presidents message transmitting the latest Hawaiian correspondence cor-respondence was submitted to the t House and read McCreary chairman J chair-man of the committee on foreign af fairs then had read the majority resolution res-olution condemning the action of Min ester Stevens and Hitt had read the minority report condemning the restoration res-toration of the queen McCreary then began the opening speech of the Hawaiian debate The subject appeared to have little apeared lttc interest Inter-est for the House and but few members 4 mem-bers remained 1 lcCreaT related in detail some incidents in-cidents of the Hawaiian revolution and 4 declared Stvens letter of March 8 1892 plainly showed he was plotting to overthrow the government The revolution was in the interest of the sugr planters who wanted annexa i tion in order that they could secure the sugar bounty of the American planters I x under the McKinley law Is It not I strange he asked that of strnge all the I distinguished Republicans who defend this proceeding not one has raised his voice In favor of annexation which was its object Here is one interjected Blair i r said Well McCreary I am glad to see t one at least 4 McCreary recited the manner in which Malietoa had been restored asking as-king of Samoa party through the in intervftrition of the Harrison administration adminis-tration and pointed out the inconsis r tency of the Republicans in berating Cleveland for trying to do an act of justice to Llliuokalani He reviewed the diplomatic events of the last administration ad-ministration New Orleans Mafia massacre the Behring sea arbitration the Chilean war scare and the Hawaiian Hawa-iian revolution He then took up the authority for the appointment of Blount citing numerous instances where such commissioners had been appointed He discussed at length Blounts report I Hawaii is annexed we will have to annex San Domingo or any other island which asked to betaken be-taken in We are great enough and big enough already All we wanted was just taxation and commercial freedom and we would be the greatest nation in the world At the conclusion of McCreays speech Blair offered an amendment to the McCreary resolution as follows Resolved That the House of Representatives Repre-sentatives approves the recognition of the existing government of the Hawaiian Ha-waiian islands by the last and the present administration and will view with satisfaction the maintenance of a policy which shall tend to consummate consum-mate in the near future with the consent of the people the annexation of the islands to this country 1 some political arrangement which will fully preserve and promote the mutual interests in-terests of Hawaii and the United States Hit leader of the Republican minority mi-nority on the foreign affairs committee commit-tee replied to McCreary Hitt made the point that the majority resolution was a discussion of dead issues while the proposition of the minority considered con-sidered live and vital questions ques-tions which everyone recognizes in connection with the recent affairs in Hawai The attitude of the administration admin-istration on the great question at issue is not known Hitt spoke on the strength of the provisional government which ha maintained itself even a against the meddling agents of the United States and yet the present administration ad-ministration attempted harikari in a foreign country fully capable of governing itself Our intervention was to restore to a throne a queen whose horrid character had shocked the civil ized world I was in behalf of a woman who ha told Minister Willis while shivers ran down his back she would
