Show fee schedule are to be adopted by resolution. . Section 9. SPECIAL WIR- INO METHODS RE- QUIRED. (A) In order to safeguard life and property, the Board of County Commissioners shall have the authority by resolution resolu-tion to require that certain wiring wir-ing methods, such as enclosed wiring systems, shall be installed instal-led in certain locations; and ' ' that certain wiring methods, such as open wiring or other methods of wiring shall not be permitted in those locations. The Electrical Inspector shall be required to enforce all such rules and regulations, which shall thereafter be considered as a part of this Ordinance. (B) Enclosed wiring and approved metal raceways shall be required in any building open to the public such as churches, schools, hospitals, hotels, motels, stores, theaters, thea-ters, commercial buildings, storage garages, industrial and manufacturing building or warehouses, and any building , containing multiple, dwelling occupancies of five or more with a duplicate copy for delivery deliv-ery to the owner, authorizing the use of the installation and-or and-or connection to the supply of electricity, and shall send notice of such authorization to the agency supplying the electrical elec-trical service. (C) When an agreement for granting permanent electric power for construction is issued authorizing the connection connec-tion and use of a temporary installation in-stallation or temporary connection con-nection to the permanent service ser-vice for the temporary use of such service, such agreement shall be dated to expire at a time to be stated therein and shall be revocable by the Electrical Elec-trical Inspector for cause. (D) When any electrical equipment or wiring is to be hidden from view by the permanent per-manent placement of parts of the building, the person, firm or corporation installing the equipment shall notify the Electrical Inspector and such equipment or wiring shall not be concealed until it has been inspected and approved by the Electrical Inspector or until 24 hours, exclusive of Saturdays, Electrical Inspector to be dangerous dan-gerous to persons or property because it is defective or is de- . fectively installed, the firm, person or corporation responsible respon-sible for the electrical equip-. ment shall be notified in writing writ-ing and shall be required to place such equipment in safe condition. If such work is not completed within fifteen days or any longer period that may, . be specified by the Electrical Inspector in said notice, the Electrical Inspector shall have the authority to disconnect or order the disconnection of electrical service to said electrical elec-trical equipment. In cases of emergency, where in his judgment, judg-ment, it is necessary for the safety to persons or property, or where electrical equipment may interfere with the work of the Fire Department, the Electrical Elec-trical Inspector shall have the authority to immediately disconnect dis-connect or cause disconnection disconnec-tion of any electrical equip-' ment. The Electrical Inspector may delegate any of his authority author-ity to any of his assistants. (C) The Elecrical Inspector shall, upon application, issue permits for the installation or alteration of electrical equipment equip-ment and shall make inspections inspec-tions of electrical installations and equipment all as provided ; in this Ordinance. Complete records shall be maintained of all permits issued, all inspections inspec-tions made, and of all other official work or actions in con nection with the provisions of this Ordinance. Section 4. STANDARDS FOR THE INSTALLATION OF ELECTRICAL EQUIPMENT. EQUIP-MENT. (A) All installations of electrical elec-trical equipment shall be reasonably safe to persons and property and in conformity with the provisions of this Ordinance and the applicable Statues of the State of Utah, and all- rules and regulations issued by authority thereof. (B) Conformity of installations installa-tions of electrical equipment with applicable regulations as set forth in the said National, Electrical Code, shall be prima facie evidence that such installations instal-lations are reasonably safe to persons and property. Section 5. STANDARDS FOR ELECTRICAL EQUIUPMENT IN- (A) In accordance with the provisions of this Act. no electrical elec-trical wiring or electrical. . equipment shall be installed , within or on any building, structure, or premises publicly , or privately owned, nor shall ny alteration or addition be made in any existing wiring system unless such work it done under the supervision of the holder of an appropriate Contractor's License issued by the State of Utah, and unless un-less a permit to perform such work is first applied for and . obtained from the Electrical Inspector, except as specific-, ally exempted in other parts of this Ordinance and except that no license or permit shall he required to execute any of the classes of electrical work specified spe-cified in the following para-, para-, graphs (1. 2 and 4 inclusive). (1) Miner repair work, the replacement of lamps, fuses or . the connection of portable .electrical equipment to suit-able suit-able permanently installed receptacles. re-ceptacles. (2) The installation, alteration altera-tion or repair of electrical equipment for the operation of signals or the transmission of intelligence. (3) The installation, altera-: altera-: tion or repair of electrical equipment intended by or for an electrical supplier or communication com-munication agency for the use ' of such agency in the generation, genera-tion, transmission, distribu-tionor distribu-tionor metering of electricity. (4) Any work involved in the manufacturing, testing, servicing, servic-ing, altering or repairing of electrical equipment or apparatus, appar-atus, except that this exemption exemp-tion shall not include any permanent per-manent wiring other than that required for testing purposes. - (B) The Electrical Inspector may issue to an individual a special Owner's Permit authorizing au-thorizing said individual to install, in-stall, alter, change or repair electrical wiring or equipment in, on, or about a single family dwelling owned by the individual indi-vidual and in which he resides or intends to reside.' but not ' elsewhere: provided however., that no electrical work autho-: rized under such special Owner's Own-er's Permit shall be done except ex-cept personally by the owner . to whom the permit is issued, Such owner shall not be sub-. ject to all of the provisions of .' his authority in a diligent manner man-ner to encourage compliance with the provisions of this Ordinance b all persons and installations which come within with-in the scope of this Ordinance in Davis County outside the corporate limits of cities and towns. (B)The Electrical Inspector or his duly appointed assistants, assis-tants, upon presentation of proper credentials, shall have the right during reasonable hours to enter any building or premises in the discharge of his official duties, or for the purpose pur-pose of making any inspection, re-inspection, or test of electrical elec-trical equipment contained therein or its installation in accordance with the provisions provi-sions of this Ordinance. Provided, Pro-vided, however, the right of entry into any building as hereinabove set forth shall not include private dwellings actually in use for residential purposes. Where any electrical electric-al equipment is found by the Electrical Inspector to bed dangerous to persons or property prop-erty because it is defective or is defectively installed, the firm, person or corporation responsible respon-sible for the electrical equipment equip-ment shall be notified in writing writ-ing and shall be required to place such equipment in safe condition. TO UNDERTAKE THE INSTALLATION IN-STALLATION OF ELEC-TRICAL ELEC-TRICAL EQUIPMENT , WITHOUT A STATE CONTRACTOR'S CON-TRACTOR'S LICENSE; . PROVIDING FOR ENFORCEMENT EN-FORCEMENT OF THIS ORDINANCE AND PENAL-TIES PENAL-TIES FOR VIOLATIONS; REPEALING ALL ORDINANCES ORDI-NANCES AND PARTS OF ORDINANCES IN CONFLICT CON-FLICT HEREWITH. THE BOARD OF COUNTY COUN-TY COMMISSIONERS OF THE COUNTY OF DAVIS. STATE OF UTAH, ORDAINS AS FOLLOWS: Section I. APPLICATION OF PROVISIONS OF THIS ORDINANCE. The provisions provi-sions of this Ordinance shall apply to all installations of electrical conductors, fittings, devices, appliances, and fixtures, fix-tures, hereinafter called "electrical "elec-trical equipment", within or on public or private buildings and premises in Davis County outside the corporate limits of any city or town. Section 2. ELECTRICAL INSPECTOR QUALIFICATIONS QUALIFI-CATIONS AND APPOINTMENT. APPOINT-MENT. (A) There is hereby created the position of "Electrical Inspector". In-spector". The person chosen to fill the position of Electrical Inspector shall be of good moral mor-al character and shall have a thorough knowledge of the standard materials and methods used in the installation installa-tion of electrical equipment. He shall be well versed in approved methods of installa-tion installa-tion for safety to persons and property and shall be familiar with the rules and regulations and Statutes of the State of Utah relating to electrical work, the National Electrical Code, and he shall have had at least two years experience as an electrical inspector in the installation of electrical equipment. . . units located any place in Davis County outside the corporate cor-porate limits of cities and towns. . (C) The Electrical Inspector shall have authority to autho- - rize the use of any wiring method or the installation of any electrical equipment or material by special permission when corrosive or moisture conditions or structural details make the use of wiring methods, equipment or materials mate-rials specified by this Ordinance Ordi-nance impractical. Such special spe-cial permission shall be for the specific use only and shall not establish any precedent for future fu-ture installations. (D) The following wiring methods shall not be used in any location where enclosed wiring is required by this Ordinance Ordi-nance or by special ruling of the Board of County Commis- . . sioncrs: .' ,. .' ''' (1) Open wiring on insulators. in-sulators. (2) Concealed knob and tube wiring. (3) Non-metallic : . sheathed cable. (4) Armored cable of Sundays and holidays, shall have elapsed from the time of such notification, provided that on large installations where the concealment of equipment and wiring proceeds pro-ceeds continuously, the person, per-son, firm or corporation installing in-stalling the equipment or wiring wir-ing shall give the Electrical Inspector In-spector due notice and inspection inspec-tion shall be made periodically during the progress of the work. Final inspection shall be made after the completion of all work and before a Certificate Certifi-cate of Occupancy is issued on any job. (E) If upon inspection any installation is not found to be fully in conformity with the provisions of this Ordinance, the Electrical Inspector shall give written notice to the person, per-son, firm or corporation making mak-ing the installation stating the defects which have been found to exist. Section 12. CONNECTION TO INSTALLATIONS. It shall be unlawful for any person, per-son, firm or corporation to make connection from a supply supp-ly of electricity to any electrical electric-al equipment or wiring, for which installation a permit is required, or which has been nun ui any cicatrical equipment. equip-ment. The Electrical Inspector may delegate any of his authority author-ity to any of his assistants. (C) The Electrical Inspector shall, upon application, issue permits for the installation or alteration of electrical equipment equip-ment and shall make inspections inspec-tions of electrical installations and equipment all as provided ' in this Ordinance. (B) Conformity of electrical equipment with applicable standards of Underwriters' Laboratories, Inc.; shall be prima facie evidence that such equipment is reasonably safe to persons and property. Section 13. All ordinances in conflict with this Ordinance are hereby repealed, . Section 14. This Ordinance shall become valid and effective effec-tive fifteen days after its passage pas-sage and upon its publication in a newspaper having general circulation in Davis County. (A) Any person, firm or corporation cor-poration may appeal to the Board of County Commissioners Commission-ers for the review of any decision deci-sion of the Electrical Inspector or his assistants when such review re-view of decision is requested in writing. Any such request for a review of a decision of the Electrical Inspector must be made in writing and filed with ' the County Clerk within ten days after receipt of such decision. deci-sion. (B) Upon the filing of any ' such appeal the County Clerk ' shall present the appeal to the Board of County Commissioners Commission-ers at its next meeting. The . Board shall thereupon set a time for the hearing of said . appeal and notify the appeUnt of the time and place thereof. Upon the Board rendering its decision, a copy thereof shall be forwarded to the Electrical Inspector. Section 7. PERMITS AND LICENSES REQUIRED. thereof shall be liable for the ; ' penalty hereinafter provided . ;,' for violation of this Ordinance. ' (C) Permits for electrical work shall be issued by the ; ' Electrical Inspector. Application Applica-tion for such permits shall be. made on forms furnished by-the by-the Electrical Inspector. . Section 8. FEES FOR ( ELECTRICAL PERMITS. J Fees for electrical permit( shall be as follows: (A) Minimum fee for any in- ' spection is $15.00 -. (B) Fees for single family ; and duplex residences shall be $15 .00 plus one cent per square foot. ' (CI Fees for multiple dwellings, dwell-ings, residential, shall be '. $10.00 per unit, up to and in- ; eluding ten units, and $4.00 per unit for each unit over ten ' units. (D) For remodeling existing . residential occupancies or houses moved to new locations, loca-tions, including temporary ; mobile homes, the fee shall be - $15.00, plus one cent per square foot for each square foot over 1.000 square feet. For single sing-le family dwellings of 500 square feet to 1500 square feet in area the service entrance ' conductor shall be rated at not less than 95 amperes per conductor con-ductor and shall be installed in approved metal raceway of not Jess than .116 inch minimum I.D. using an approved 100-ampere 100-ampere meter socker. For ' single family dwellings of over 1500 square feet area the ser-- ser-- vice entrance conductor shall ' be rated at not less than 1 10- amperes per conductor and shall be installed in approved ;. metal raceways of not less than , IVi inch minimum I.D. using an approved 200-ampere meter socket. Load meters shall have mains at least as .large as the service conductors. conduc-tors. If the computed load in any residence shall indicate use of a larger service entrance than specified herein, by reference refer-ence to the National Electrical ' Code Tables, then the larger sizes shall be installed in conformance con-formance with the table, with the requirements of the National Na-tional Electrical Code. (3) . Minimum Safe Require-steals Require-steals Residential Occupancy. Occupan-cy. All wiring in residences shall be at least as heavy as No. 12 wire. Section II. INSPECTION AND CERTIFICATES. (A) Upon the completion of any installation of electrical equipment or wiring which has -been made under a permit, it shall be the duty of the person, firm or corporation making the installation to notify the Electrical Elec-trical Inspector, who shall in- ' tpect the installation within 24 'hours, exclusive of Saturdays.
