| Show THEY MUST PUT DP I No More Free Franchises in Salt Lake City LIBEIITY PARK TO BE IMPROVED I Messrs Dickson and Van Home Selected to Assist Mr Merritt on tho Franchise or No Franchise Question Councilors Karrick Wolstenholme Pembroke and Anderson were the first in their seats last evening and they and Mayor Scott patiently awaited the arrival of the other members Among those who were early in attendance was Mr C B Jack of the Rapid Transit company and his appearance indicated that tho vexed franchiso question was liable to come up Later Mr Rawlins also put in an appearance appear-ance and Councilor Spafford indulged in a few minutes conversation with the Rapid Transit attorney and just before tho meeting meet-ing opened Messrs Chambers and Mc Cune came in and were joined by Mr Rawlins The gavel fell at 745 AJtOTHXU riU CIIISE ASKED ron Charles B Jack and a large number of tthers I > asked that tho Salt Lake Rapid Transit company be granted a franchise iver First East street There was another petition to the same effect Both were referred FOE THE OLD COMPACT l Another petition was also received asking ask-ing that the Salt Lake City Street Railway Rail-way company be granted a franchise on First East street and such other portions por-tions of the city as it might desire to run The petition was numerously signed containing con-taining at least three times as many names us tho one in reference to tho Rapid Transit Tran-sit company Referred TO TILT BUIIDIXO MATERIAL i John W Jenkins requested permission to file building material on Fourth South be > ween Fifth and Sixth East streets ranted THE WATER MAINS J W Carrigan and others asked that the water mains be extended on Kinth East between Second and Fourth South Referred AGAINST A rKAUCmS J K Gillespie and others protested tgaiast the granting of a street car franchise fran-chise on the east side of the boulevard Referred SECOXD WEST STREET A number of residents called attention lo the bad condition of Second West street Ind asked that it be put in good condition Referred Referredm HE GETS A CORRECTED DEED The city attorney recommended that a Seed be given to Isadore Williams to cure defect in one that had previously been issued by the city council KB CAMPBELL GETS THERE The committee on public grounds recommended recom-mended that J W Campbell be given a lease on the city sandpits Adopted TO IMPROVE THE TAKE The conunitteeeon public grounds offered H resolution requesting the city surveyor to furnish plans looking to the improving Of Liberty park parkOS OS TRAXCniSES Mr Anderson offered the following resolution reso-lution Ecbolved By the city councilor Salt Lake thy that hereafter no franchise shall be panted to any street railroad company or electric elec-tric light or telephone company or any other person persons company or corporation what iver asking any privileges from Salt Rake city corporation except there shall be Inserted and become a part ot such grantor franchise a provision pro-vision that such companies persons or corporations corpora-tions shall pay a part of their gross earnings Into the city treasury of Salt Lake city Mr James wanted to amend by making the resolution apply to all companies who now hold franchises Several members thought that such a I law could not bo put into effect and the city attorney was oC alike opinicn The resolution was so amended and then passed Mr Spafford asking to be excused Mr Pembroke then moved for a reconsideration recon-sideration He did not believe such a resolution reso-lution was worth the paper it was written on The matter should go to the committee commit-tee on municipal laws The motion was lost THE nnST EAST STREET TRAXCIIISE Tho city attorney was requested to furnish fur-nish the council a written opinion as to tho rights of tho Salt Lake City Street Railway company to a franchise on First East street or any part thereof Mr Merritt said ho would render his opinion just as soon as was possible such I question conld not be decided by the snap Df the lingers Mr Pembroke thought the question as to the rights of the present street railway to First East street should be investigated before be-fore any further action was taken on the matter He wanted a special committee 3f seven with the attorney associated appointed ap-pointed to consider the matter Mr Hall objected He did not see any necessity for a special committee It was cumbersome mrely and could not be of my benefit Mr Merritt had great respect for the ibility l of the council but be did not believe be-lieve forty committees would help him way Mr Cohn wanted Mr Dickson and Mr Van Home appointed as special counsel to isist Mr Morritt in considering tho case The motion was carried and Mr Merritt inthorizcd to engage these gentlemen Adjourned until Tuesday next |
