Show In the Senate WASHINGTON Feb 23 23Among the papers pa-pers presented and referred were resolutions resolu-tions of tbe state senate of Texas favor ing an amendment to the constitution lim iting the tenure of all al officers to a reasonable reason-able term of years The resolution was agreed to instruct ing the committee on public lands to exam inc the questions involved in the recent decision of the supreme court in the case of the St Paul Minneapolis Manitoba railroad road company against Ransom Phelps and to inquire what legislation is necessary to protect settlers on the lands of the company or to remunerate them for the loss of their homes The conference report on the bill provid ing for the allotment of lands in severally to Indians was then agreed to seeraty Morgan made a personal statement in connection with Washington dispatch to the St Louis Republic commending Vests speech in opposition to the Nicaragua canal bill and stating it was difficult to see bow any reasonably sane and reasonably honest man could support the measure There were no objections Morgan said to certain criticisms being made on private account but the persons who made this had the privilege of the floor of the Senate Through the indulgence of a Democratic Senator he had access to Senators In such a way as to give perhaps a peculiar degree of authenticity to his accusation of dis honesty against Senators who advocated the Nicaragua canal bill Morgan went on to state that the com mittee on foreign relations had not sup posed it was exposing itself to the anti cism of newspaper correspondents who by the courtesy of Senators had access to the I floor Pressure of that sort he said might come from outside the Senate if it wniil but when it came from persons enjoying the hospitality of the Senate it was some thing ho did not feel disposed to put up with Ho called the attention of the Senate Sen-ate to it and would take action later on unless the matter was corrected Vest in order to correct a possible Infer ence from Morgans statement said that Moore the correspondent of the St Louis Republic was not a secretary of his and did not him enjoy the privilege of the floor through himMorgan Morgan admitted that and also disclaimed dis-claimed idea that Vest any had inspired a word of the dispatches Vest said he had never conversed with Moore on the subject and had never seen the statement until half an hour ago He was not able to appreciate Morgans reference refer-ence to Captain Eads and the Mississippi I jetties and did not see their pertinence to the Nicaragua bilL He Vest was not in Congress when the jetty measure was enacted I en-acted and had nothing t do with it He did not know who Captain Eads associates I were nor did he know anything about the expenditures or profits Reading the article arti-cle complained of calling the bill a art calnR bi proposed pro-posed steal he said it was prepared in the office of the Republic and he was assured Moore never intended to charge any Sea ri a ator with being actuated by corrupt or Improper motives In conclusion he called Morgans attention to an editorial article in i the Washington Sunday Herald purport ing to give the statement of an exofficer of the Nicaragua Canal company to the effect that no more work would be done by that cdmpany until Congress supplied the means resume it Morgan said he had called up the subject not because the correspondent chose to criticise the motives of Senators but he objected to any man Having access f tQ the floor who made it his business to libel Senators Sen-ators by the assertion that they were neither honest nor sane That was getting a little too close home After remarks by Reagan the subject was permitted to lapse and the Senate went into executive session After thedoors were reopened the credentials creden-tials of Jones of Arkansas for his new senatorial term beginning March 4 next were presented and placed on file The Senate then proceeded to the consideration of the sundry civil appropriation bill The amendment permitting the secretary of the treasury to make temporary appointments appoint-ments of architects skilled draughtsmen and civil engineers in the office of the supervising su-pervising architect was the text of a discussion on civil service examinations Gorman criticised the civil service commissioners commis-sioners for denouncing Senators Represen tatives and cabinet officers as hostile to the civil service law Thediscussion was still going on at G oclock when recess was ocloc taken In the evening session after some fur ther discussion the amendment was agreed to The amendment to strike from the item for a national zoological park the provision L that onehal should be paid from the revenues rev-enues of the District of Columbia provoked pro-voked discussion Morgan suggesting that Congress was zoo enough for the entertainment enter-tainment of the people The amendment was agreed to Without disposing of tho bill the Senate adjourned |
