Institutionlast Nights Lecture OThe following biennial report of the directors di-rectors of the agricultural college was submitted sub-mitted to the Legislature yesterday In accordance with the provisions of an act to establish an agricultural college and an agricultural experiment station in connection con-nection therewith passed by your honorable honor-able body at its last session and approved by the governor March S 1SSS a meeting of the trustees created by said act was held in Logan city on the 29th of June 1SSS There wore present of the board Governor Gov-ernor Caleb W West Territorial Secretary Secre-tary W C Hall James T Hammond as setor of Cache county of HWilcox as t or of Davis county Jesse W Fox jr assessor of Salt Lake county and A O Smoot jr assessor of Utah county The board organized by electing officers as follows President Governor Caleb W West superintendent ames x Hammond SecretaryJobn T Caine Jr TreasurerH E Hatch An order was made requiring that a bond be given by the secretary in the sum of 81000 and by the treasurer in the sum of 525000 but the latter amount was afterwards after-wards reduced to 12500 In discussing TilE QUESTION OF A SITE for the college Governor West stated that it was his understanding the timo of signing the act that Cache county and I Logan city would donate the land required by the college and experiment station and as the appropriation of 25000 would all be needed for the building it was decided that liaminond should present the subject to tQ county court and city council and learn their intentions When the matter was presented committees commit-tees were appointed to act for the county and city and they heartily undertook to find a suitable site Because of the body I of land required it was difficult to find at such price as was thoughtcould be afforded enough for the purpose For that reason no definite location was decided upon during dur-ing that year In March 1SS9 Mr Hammond notified the trustees that two sites had been selected for their approval The board met in Logan March 20 and after visiting the sites proposed decided to locate the college upon the second fiat northwest of Logan city comprising ninety acres At that meeting the trustees adopted a seal for the college approved the bonds of ttte secretary and treasurer and decided to nyrmise for plans for a college building l cost 2000 the plans to be of the main part or one wing of the larger building On the 15th of April the trustees met in Logan to adopt a plan for the college buiding Plans were submitted by Mr William Carroll Mr R Kletting Mr C L Thompson and Mr T O Angell jr After careful consideration Mr Thomp sons plan was adopted The plan was of TIlE sctTn WING of a building which when completed will be 270x100 feet the wings two stories the main part three stories with basement under nil May IS the trustees met in Salt Lake city Since the last meeting two changes had been made in the board by the appoint of Arthur L Thomas and Elijah Sells as Oeruor and secretary respectively The trustees elected Governor Thoma is rresi dent ol their board Bids for the construction con-struction of tho college building Jensen of Hyruin was appointed superintendent superin-tendent of construction Owing to delay in the approval the contractors bond work was not begun until June 5 The foundation ws > s completed July 27 and on that day the corner stone was laid with ceremonies August 17 the trustees met in Logan to inspect the work done and finding some defects in the brick aj ing nbtilied the contractors that they Mast remedy said defects or the w > rk would be placed in charge of the super sup-er tendent of construction A committee of your on inspection was appointed at the next board mBeting the committee on inspection in-spection reported that they had visited the building and had rorsD ran WORK SATISFACTORY A contract for the main steam pipes was lotto J J Farrell Co of Salt Lake city on September 1G While on several occasions the trustees have found it necessary to condemn work done by the contractors the walls were i ordered to be torn down as reported in the summer the newspaper reports at that time being greatly ajgerated The v ing now completed 100 leet square is in tne judgment of the trustees one of the best 1I I buildings in the territory It is modern in ste roomy cheerful and convenient the eUgTOfbuilding when completed will be an L oriuuneiit and a credit to Utah The site eenerously donated by the enterprising enter-prising citcns of Cache county and Logan L cit ib v excelled by any in our territory The land for the farm though not the best is rVt and varied and has not been improved im-proved by bad usage The college building build-ing can be readily seen from all important points in uacne vaiiey ana is one or its prominent features while from the college grounds the valley presents a diversified lancscape that for beauty and grandeur is rarely if ever excelled The trustees take pleasure in stating that PROF J W SA2f BURJT who was elected director of the experiment experi-ment station in November is now in Utah and is actually engaged in preparing for spring work Prof Sanborn is recognized throughout the United States and Europe as one of the most progressive investigators investigat-ors in agricultural science He is a gentle map of broad views and liberal culture an A Trill with proper support from the lice fJle and the territory be the instrument of founding one of the most thorough and progressive agricultural institutions in America Appended hereto we beg to submit an estimate es-timate of the financial needs of the agricultural agricul-tural college for the ensuing two years and also the reports of the secretary and
