Wood River region was largely settled set-tled and devoloved by Salt Lake men and capital and naturally wo still feel some interest terest in the concerns of Utah They affect us still financially socially and to some extent politically We understand terri tonal vexations and appreciate remedies for the thousand ills that afflict the people who live under that nondescript for a government rnment If the organic act of Idaho in 853 had been based upon the common sense principle and home rule and fixed with the skill and fairness of the Faulkner Caine bill things here would have gone smoother and more prosperously than they went for nearly thirty years We should have had enjoyed the substantial rights common to American citizens elsewhere at less cost and fewer hara feelings among ourselves T think THE SALT LAKE I HERALD was wise in its expression that the Faulkner bill should be made the basis of ill future acts organizing the territories hereafter incorporated in this countryif indeed we are unfortunate enough to ever acquire or require any additional territories territor-ies holding a subordinate position The justice and business advantages of such a system are so obvious that it is strange hat any combination of men can be found I there to combat it It is rumored that SENATOR DUBOIS WILL FAVOR THE MEASURE If ho does he will be sustained by his Idaho Id-aho constituents of all shades of politics and Senator Shoups common sense ought to induce a like action There will be another an-other Congressman to be chosen here next fall a matter which Judge Sweet probably bears > In mind He will loso no friends in Idaho and may gain some credit by also giving that bill his assistance He will discover when he returns here for reelection re-election that changed circumstances have changed many ideas among the people and that he will lose nothing by dropping any old prejudices he may entertain on the subject sub-ject among the driftwood of dead political and present confusion one of two events will occur The present state officials cannot be reelected either the Republican leaders lead-ers will bo forced to drop them or the Democratic party will give them a deadly drop next November At the best Republicans Re-publicans estimate the prospects of carry t ing tho stateas gloomy Many changes nave occurred wiiuin me past eignteen months and they have all tended ono way The winds have been unfavorable and still blow from tho north A hitter bitterness was left in the mouths of muny staunch Republicans over the senatorial wrangle and it still hangs about the lips of many in Alturas county The last Legislature Legisla-ture did nothing to redeem itself afterwards after-wards by adopting a code of laws adapted to the requirements of a state constitution We are yst under the old territorial laws AN ILLSORTED COLLECTION OF OBSOLETE ODDS AND ENDS to which a wrongheaded legislature and executive confuse by the addition of unwelcome un-welcome license and incorporation enactments enact-ments unwise and unpopular everywhere There were a few able men in that legislature legisla-ture but they were there to elect certain United States Senators only and the mass of the thirdrate representative comprising the remainder knew little or nothing about legislation and cared less How little they were identified with the state was shown a few weeks ago when Governor Willey schemed to convene an extra session this winter and found that a greater portion of the old members had loft their counties and COUIQ nownero DO discovered within the state Tho governor himself is conceded by his political associates to be incompetent incompe-tent and only useful to the Shoup faction blowing that Senators horn during his absence ab-sence boosting his personal friends and breeding Republican discord anil Democratic Demo-cratic derision The accident of the hour his political life will die with his present term There are some able Republicans in North Idaho who feel that they were misplaced mis-placed in Idaho politics by the makeshifts that led to Governor Willeys nomination for lieutenantgovernor and that official will hear from them later Alturns county got more than its share of the state officers when Gen Roberts Secretary Pinkham U S Mursbal Jo Pinkham Warden Mack and some of their assistants and dependents walked into business at Boise City and they seem to have succeeded admirably by their contributions contri-butions to the general discord there is a growl sometimes amounting to a howl over the alleged MISMANAGEMENT OF THE STATE INSTITUTIONS controlled by the commissions composed of these identical state officials Those commissions com-missions are state monopolies of the worst description furnishing dickering opportunities oppor-tunities offensive to effective management and the text of general comnlaint Of course tbo Republicans who are notin it are noisy and denunciative Their wild assertions are to betaken with some grains of salt but a conoral distrust or disgust is not to be sneered at on the morning of an election From this miserable condition there is one releaseif the Republican organization organiza-tion floes not reform it the Democratic purty will destroy it Some one is bound to take that contract The entire outfit will be cleaned out when the next state conventions meet or next November Even Alturas county strongly onesided OB It is may be restive dissatisfied and threatening in high Republican quarters They rage for n change at least oven if it includes themselves Their own angry words can be taken for that Moodys educational bureau with its endorsed bogus circulars and penniless school teachers have contributed to paint this hightoned state administration in any but fancy colors The majorities in Idaho are too small and insecure to be trifled with Two years ago Sweet had a majority of 2171 over May hugh Shoup for governor a little more and others less down to 1457 majority for attor ey general The average was something some-thing less than 2000 This was no fair reliable reflection of public sentiment on any enduring question then and much less now To say nothing of the hundreds of voters disfranchised outright many intimidated by threatened prosecutions since abandoned some were offended and revengeful with or without cause for Democratic acts of omission or commission in tho constitutional convention conven-tion and previous legislatures All the passing winds that blow about that time contributed to the federal programme rind the hurrah Idaho It Is found almost everywhere every-where alert reliable intelligent and rend by all conditions of men Its just and conservative con-servative views are making a lasting impression im-pression among the sensible voters which will count greatly to Democratic advantage hereafter Idaho ought to have u newspaper newspa-per like it but printers assert that they Cannot afford it under the present administration adminis-tration It will not be for want of pohtical information if political changes do not come Democrat did not expect to win In 1890 but they look for something different this year Democratic success will not be insured in-sured however by pursuing the irresolute shiftless methods that have been followed in this state for several years There are many good Democrats on Wood river Democratic stato c2ntral committee has ovinced little vigor unity understanding of late years Personal jealousies shortsighted legislation and a general spirit of carelessness and uncharitable nesd have weakened and divided the once ardent Idaho Democracy A presidential I election ought to develop faith and worn Whether it will or not we shall see Idaho was bought by a price and the purchasers will demand the goods but the Presidential Presiden-tial vote can bo made uncertain at least and the state ticket secured by active work The Republicans have issued a call for a meeting of the state central committee to prepare lor a aelegation to Minneapolis Governor Wiley has stated this stale is FOR DLAINE FIRST HARRISON SECO DIn D-In this he mistakes the wishes of the federal fed-eral officeholders and their dependents for public opinion Harrison is not the first or second choice of the Republicans of Idaho Ho is not popular in the mining counties and has no especial friends except ex-cept manufactured ones If nominated he will be a I heavy load to carry among the miners but the machine will send Harrison delegates The Democratic central committee has not bten heard from yet A call may be issued soon for the selection of the six delegates to the Chicago convention of Tune 2L How those delegates shall be chosen will be an important matter The suggestion that the state central committee Appoint them will be generally condemned They might be chosen by a meeting of the members of county committees but the nearer they are taKen by the direct action of the people the better Any other course will lead to dissatisfaction There is little said hero about a Presidential choice A western west-ern man would be preferred but that is unlikely to happen Clevelands position on silver operates against him in mining counties Hill and Whitney are talked about favorably Such a ticket as Hill and Boies has been referred to as a strong one but there appears no decided choice
