WASHINGTON Aug G Special telegram to THE HERALDJ The New York World of today prints the following editorial paragraph anent the Utah election Monday Mon-day There is great rejoicing over the defeat of the Mormons in the local elections in Utah I is announced that the Christians have whipped their opponents I the issue was against the polygamy of the hierarchic rule we trust that the Mormons Mor-mons were beaten but it will hardly do t claim much virtue for a movement led by Judge Powers who was not only appointed by Cleveland but also removed by him inconsequence in-consequence of charges which seriously affected his character However if as is asserted it is trus that the Mormons are finally defeated will not the Republicans now consent to the admission of Utah to the union One expressed by the extreme ex-treme silver men at the regulations adopted by the secretary of the treasury for the purchase of silver under the new law of Congress Two points have been cited a tending to show that the administration does not propose t execute the law in the interest of silver One is the reservation of the right to reject any or all bids and also to accept any portion of any amount offered instead of the whole Another is the clause limiting the delivery of a purchase pur-chase to ten days after the acceptance of the offer When I spoke with Secretary Windom regarding the matter today he replied The new silver bill will be executed in the utmost good faith by this department and L in the spirit in which it was enacted I have the friendliest feeling for the silver interests and hope to see silver go up in price as such a condition will be beneficial to the whole country Now as to the two clauses causes to which you drew my attention I wilj say this I do not propose to allow any jobs tobe put upon the government in the matter of the purchase of silver The silver law requires the purchase of 4500000 ounces of silver per month if offered at its actual market value Who is t deter mine market prices Clearly the law imposestnis discretion upon the secretary of the treasury If the government not have the right to reject any bid the secretary secre-tary of the treasury would bo compelled to purchase the silver at the owners price but the discretion is lodged in the secretary to decide what is the market price I he did not have the right t accept a portion of an offer Ole person might tender the whole amount which th6 secretary is authorized by law to purchase As to the limit of time ten days in which sellers must deliver the silver accepted it is to prevent speculation specu-lation in futures It limits offers to bona fide owners of silver otherwise they could sell for future delivery and import it from abroad This clause is in the interest of American producers of silver So in fact these two clauses of the regulations are made aids to the secretary in carrying out the spirit and terms of the law As a matter of fact there is no change in these two clauses from the former regulation on the subject The real changes in the new reguluations from former ones are first increasing the number of purchase days from two to three and second limiting the silver to be purchased to bullion in contradiction to foreign coin The only objection which has been made to the new regulations upon the part of those interested in the sale of silver to the government was to the change of the hour fcom 1 oclock to 12 In deference to the wishes of sellers of silver the hour has been changed back to 1 oclock A Preachers Amour Improper OMAHA Neb Aug duplicate certain eastern manufactures The Democratic club held a massmeet 9 lug last evening and out of thirtytwo nominated men selected nineteen to be run as delegates to the county convention The primary will be held on the 9th The party will submit to anything in the present emergency rather than to open their ranks for the assault of the enemy The Republicans Repub-licans are holding a massmeeting this evening in the Good Templars hall D P B Pride the mortal enemy of Dubois Du-bois has beat the latter at every turn so far and is likely to do so Pride is an experienced ex-perienced politician overcomes all opposition opposi-tion and has never been known to fail in this county or in many surrounding ones He came out ahead tonight and will at the primaries Dubois sits in the rear of a saloon giving out orders but he might as well give them to the winds What ho lacks is numbers The delegation in the legislature from this county will bo solidly opposed to him They will be men who would rather vote for a Democrat than Dubois Du-bois Governor Shoup whose chances have been seriously Imperiled on account of his friendship for Dubois left for east Idaho yesterday and will not return until this troublesome series of caucuses is ever In the meantime governors family stay at the hot springs until his return At 11 oclock a ballot was takan with the result of the antiDubois ticket standing at 111 and the Dubois at 5 Dubois will get but one of the country delegates and it casts but two votes He gave it up and will start for the northern part of the state as soon as ho is
