Show In the Senate WASHINGTON April 17Sanders and Power tho new Montana Senators were in their seats this morning their desks having been placed on the Republican side since tho adjournment yesterday The desks were first located on the Democratic side after afer the four new states were admitted and there they remained until the action of the Senate yesterday seating the Republican contestant under the terms of the resolution presented in executive session Saturday by Boar Sanders ana Power were assigned by lot to the classes of Senators whose terms expire in r and and 93 respectively op Among tho bills introduced was one by Reagan proposing an amendment to the constitution for the election of Senators by a vote of the people The Senate bill appropriating J > 0OCX for the improvement i of the military reservation known as Tort Walks Walla Wash passed Also the House bill for the appointment and rctirenicut retremeut of John C Fremont as major general the United States army The House bill to transfer the revenue cutter service from the treasury to the navy depart mentwa taken up 0 i i Sherman opposed the hill which was laid over and the Senate proceeded to consider the House joint resolution for the appointment of thirty medical examiners for the pension bu reau without reference to the civil service law Faulkner moved to strike out the provision taking the appointments from the civil service and Cockerell said he had honed that some one of the Republic the par of civil service reform would have raised his head in defense of civil service Thi precipitated A breezy political debate Cockciell taunted the Repub lean Senators with lack of sincerity and said the commissioner of pensions is now trampling under his feet tho civil sprvice law and therulrs approved by the President In which he is aided and abetted by the secretary of the interior If the Republicans intend to trample tho civ II I vice law under foot it should be done in a bold manly way and not by skulking behind this joint resolution He charged that tho object of the pending measure was to destroy and break down the civil service law The vote on Faulkeis motion resulted yeas 18 nays 2 nota quorum Aldrich Hoar and Sanders Republican voted in tho afllrmitivo with the presence the Democrats of fortjfour The roll Senators call disclosed Hoar moved an amendment by inserting tho words insertng under regulations to be prescribed word President of tho United States These examiners he said were to be appointed only for a brief service for an emergency and this was additional reason why tho general civil service rules should not apply It was per fectly clear to him that the record of no party of no President and he suspected of no Senator would be found absolutely in accord with the strict letter of their declarations In re gard to civil service reform Plumb hoped the Senator from Massachu setts would limit his confessions to himselfand I commented upon the combination which seemed to exist between the Democratic party and the Senator from Massachusetts The bill he said simply put tho whole question of appointments in the Presidents queston I did not seem to him that the bill should have excited debate as tho appointments were mere temporary ones After considerable further discussion Hoar modified his amendment to read Examina ton for the appointment of these examiners shal bo under regulations prescrib by the President This was agreed to yea 3 nays S lourned and without finishing the bill tho Senate ad |
