Show THE HSLATURE An examination of the work performed per-formed by tho Legislature will convince one tbat the Assembly labored diligently dili-gently and intelligently Perhaps fifty new laws amendments to old ones wil go into the books as the result of I the sixty days session More than that number of lulls were killed iu the two houses or by tbo Governors veto some of them good and others deserving the fate which overtook them The logisa I I tion which was successful is good and will bs commended by the public Now that the session has come to an end and its work appears it may ba well enough to remark that the Assembly Assem-bly has most agreeaoly disappointed a good many of the thinking people of the community After the election last summer and even along through the early days of the session there was I not a little nervousness concerning the Legislature Several members were new to the general public their names being unknown beyond the immediate neighborhoods of their respective homes Again the young element predominated pre-dominated and it was feared this e c ment might display more vigor than wisdom and undertake to do things in a rush which should be accomplished by degrees and by proceeding cautiously Inexperience is not a thing to be censured for but it is sometimes dangerous in legislative work hence the nervousness which some interested members of the community experienced was not unnatural It is to the credit of the Assembly as a whole that its proceedings were conducted in a most decorous manner and its labors were performed both intelligently and with an intimate knowledge of the public needs and requirements There was an absence of the incautiousness which was feared and the deliberation was careful and intelligent Only in the matter of appropriations was there maniiestany thing bordering on recklessness and in this the members are in a sense excusable excus-able the progressive spirit having taken strong hold upon them as it h s upon the majority of the communityMore money was voted than the Territory has or will have during the two years before the meeting of the next Assembly some appropriations wera unnecessary and others were larger than they should have been However with the increasing 1 value of taxable property and the growing grow-ing population and through the operations opera-tions of the law providing for the equalization equali-zation of taxes it is believed that no financial embarrassment will arise from what now seems to be extravagant appropriations ap-propriations If wisdom and caution shall be observed the Territorial credit will not suffer and warrants will not bo hawked about at a discount All things considered we believe the masses will be pleased and satisfied with the work of the Legislature and will concede to the members the credit that is due to faithfulness industry and honifity of purpose We have had stronger assemblies in the matter of brains ability and experience but wo have never had a harder working body never a more conscientious one and never one better disposed to the general welfare |
