Show NEARING THE FINISH The Last Few Days of the Present Congress fi T a J a s r t fiN > fi-N UNCONSTITDTIONAff BILL i 1 i F t Work of a Hurricane Biff Land Deal nothe Des tro er Tho Trouble EndedOther News i I The Last Week WASHISGTON February 27During the days and nightseof the fraction of a week remaining to the presen t session of Congress the Senate will give attention at-tention to th ° conference reports and general appropriation bills whenever any of them shall make their appearance appear-ance and every effort will be put forth to finish the necessary legislation before belt Friday noon Members of the appropriation ap-propriation committee upon whom the hardest work devolves are divided in opinion respecting their ability and that of the Senate to creditably accomplish all that is expected but a majority hope that barring accidents and willful acts of obstruction it may still found possible pos-sible to avoid the necessity for a called session of the 50th Congress To this end the right of the Senate and of its committees to an opportunity for deliberation delib-eration upon important matters not yet brought before it will be warned and the Senate as it has done in revious instances in-stances of backwardness will content itself it-self under protest with such amendments amend-ments to House legislation as it can secure se-cure in hasty conferences taking much for granted rind trusting much to luck To print and thoroughly examine toe naval legislative deficiency and fortification fortifi-cation appropriation bills in their several sev-eral ordinary stages through the Senate up to the point of final action would it quire almost as many weeks as there remain re-main days of the present session Miscellaneous Mis-cellaneous subjects of legislation which I will probably fill up the spare moments are put down in the caucus programme i as follows Labor arbitration bill land grant forfeiture Dill bill relating to lottery lot-tery advertisements passing through mails bills to quiet land titles Des Moines land grant bill bill authorizing suits against the United States bills for the adjudication of private land claims in certain States and Territories bill for a monument to colored soldiers Joseph Jos-eph Francis resolution bill to reimburse reim-burse Virginia and other States their expenses in the war of 1812 and the international in-ternational copy right bill Senator Miller will call up probably on Monday or Tuesday the Souse pleuro pneumonia pneu-monia bill the pending question being be-ing a motion to reconsider the veto by which Edmunds substitute was adopted Senator Ingalls will seek an oppoitunity to call up for action the bill repealing the limitation to the arrears of the pension act and Senator Van Wyck will ask the Senate to pass the bill relating latin to the disposal of abandoned military reservations under the homestead home-stead law A contest is pending in secret session over the nomination of Public Printer Benedict and the British extradition ex-tradition treaty remains among the unfinished matters on the executive calendar butit is not likely be further nr sled for pnHirm this session t In the House the programme is to push appropriation bills to completion by giving them precedence over all other business and little general legislation is expected during the remaining days of the session The legislative appropriation appropria-tion bill willagain occupy the attention of the House on Monday and will be followed by thedefictency bill which iso is-o be put through under a suspension of the rules During the four legislative days remaining will be in order to pass any measure by a twothirds vote under a suspension of the rules Looking to this last chance members who are charged with the management of important im-portant measures such as the Pacific Railroad inquiry resolution the department depart-ment of agricultural bill the peuro pneumonia bill and the educational bill and will make every effort to secure recognition by the peaker in order to get a vote on their bills Some very few of these efforts I ef-forts may succeed butin most cases all chance legislation will be cut off by the presentation and discussion of conference con-ference reports and other privileged matters It is understood that no attempt at-tempt will be made to pass the fortifica tion appropriation bill for this year that for last year which is now in conference being intended to cover the remainder of the current together with the next fiscal year |
