Show NATIONAL CAPITAL The Question of Admitting the Territories FISHERIES TREATY SIGNED lore of thu Beams Appointments H ghFrlceil Autographs Jerome Park Entries General News Wired From Washington TERRITORIAL COMMITTEE WASHINGTON February 15The House committee on Territories considered con-sidered today the question relating to the admission as States of Dakota Montana Washington and New Mexico Mex-ico It was decided to formulate an omnibus act for the four Territories and the preparation of a bill was referred re-ferred to a subcommittee consisting of Springer Mansur Hayes Struble and Symes During the session votes wore taken upon ordering favorable reports upon Giffords bill for the admission of South Dakota and Bakers bill looking to the recognition of North Dakota as a State The result in each case was unfavorable un-favorable to the bill MORE OF TIlE BEAMS The Secretary of the Navy received a report dated February 3 from Chief Naval Constructor Wilson in regard re-gard to the singular behavior of several deck beams intended for cruiser NO2 Charleston while being worked into shape He says In order that no shadow of doubt shall exist as to the quality of material incorporated in the hull of the ship I consider it for the best interests of the government to have removed from the ship the four beams referred to by Constructor Con-structor Fernald in his letter of December Decem-ber 22 1887 as having failed in working work-ing although welded and considered by him sufficiently strong and others suL stituted The failure of these for beams was certainly an unusual occurrence occur-rence and at the present time unaccountable unac-countable as the material has stood all of the regulation tests previous to its receipt at the building yards From the various tests that have been made and from the general behavior of other beams worked into the structure struct-ure of the harlcston I am convinced that the steel used in her construction is of excellent quality The failure ot material wOrKing on the Charleston has been very small The probable cause pt the apparent importance given to this matter was in allowing the beams to be incorporated into the ship after their failure The reason why they failed is of a character that I am unable to determine The experiments as carried on have fully demonstrated the necessity for annealing the beams and Constructor Fernald officially states that all the bulb beams of steel shOuld be annealed more especially those subjected to an upward strain caused by the blast of heavy guns I fully concur in the opinions expressed i by mm THE 7ISHERIES TREATY After daily sessions for the last two weeks the fisheries commissioners at 7 oclock tonight completed their labors and signed a treaty which it is believed will result in a satisfactory settlement of the disputes that have existed for almost a century between this government and Great Britain over the North Atlantic fisheries The treaty is signed by all six of the commissioners com-missioners and is said to have their full concurrence It will be sent to the President tomorrow for transmittal trans-mittal to the Senate Before the treaty can take effect it must have the ratification ratifi-cation of the Queen of Great Britain the Dominion of Canada and the provinces of New Foundland as well KS of the Senate of the United States Although the treaty will not at present be made public it can be stated that it relates exclusively to disputes oncerning the fisheries of the North Atlantic Coast and does not include any provisions concerning the UburingriSea trouble or commercial reciprocity The treaty does not contemplate con-template the admission of fish into the United States free of duty Senator Bayard said tunicht that he could not because of his official position posi-tion make known the contents of the treaty but that it was his earnest wish that it should be given to Congress by those having the right to make such disposition of it and that every line of it should be published The dispute he said had been one of long standing and had come to him by inheritance when he assumed the dutie of Secretary Secre-tary of State He had used his b st endeavors en-deavors to reach a satisfactory agreement agree-ment with the government of Great I Britain anti believed that he had succeeded suc-ceeded o far as it lay in his power to effect a settlement |
