Show THE FISHERIES ADO Tuppers Appointment as Canadas Representative ASONE OF THE COMMISSIONERS Ho is Advised to Regard the Commercial Com-mercial Union as the Only Bcans of Olj Billing Relief The Fisheries Dispute TORONTO ctober 15The Hail in an editorial on Sir Charles Tuppers appointment ap-pointment as Canadian representative on the fisheries commission says at the last session of Parliament Sir Charles Tupper gave the country to understand that he for one was not prepared to listen to reason on the fishery question on the contrary he was in favor of what may be termed a spirited cruiser policy for the maintenance of oar hard and fast interpretation of the treaty of 1818 and he cared nothing American threats of retaliation He also let it be understood he was more than ever convinced con-vinced of the feasibility of creating creat-ing a united and prosperous dominion by means of the protective system If Sir Charles were still in this unenviable frame of mind we think we should have good ground for challenging his fitness to represent at Washington It is said however that during his absence ab-sence in London he made it his business to study the whole situation Assuming Assum-ing it is fair to conclude that as an intelligent in-telligent man he has not sought light in vain but is to take somewhat larger views of things than he did six months ago and after reviewing at length the condition financial and political of Canada since the confederation confeder-ation the Mail continues A radical change necessary the confederation is to survive If we are not mistaken in supposing this view of the case is shared at least to some extent by Sir Charles we shall probably not be wrong in saying thatbe must regard the commercial com-mercial union as the only means short of annexation by which we can obtain relief That it is i the only way of settling the fishery question is the conclusion at which Mr Bayard has arrived and at which two English representatives on the commission will no doubt be forced when they come to examine the hopeless hope-less complication into which the original question has resolved itself Sir Charles will thus have it in his power to terminate ter-minate the longstanding dispute with the United States and to lift the Dominion out of the slough by one and the same stroke of statesmanship No Canadian publican ever had a fairer oppoitnnity of servn his country and we beg him to rememtJSr that in te nature of things it can never present itself it-self again x The Globe says the appointment of Charles Tupper as representative of Canada at the convention about to beheld be-held in Washington is calculated to excite ex-cite much suspicion wherever he is known and create profound uneasiness among all who desire to see the exchange ex-change of commodities between the United States and Canada made more free than it is present No one who knows him will imagine that he goes to the convention to maintain the rights or guard the interests of Canada People will ask whom and what will he represent at Washington Monopolists of all Kinds men who desire de-sire to extort money to which they have no right from the people of Canada i Can-ada by means of an act of Parliament are now the main proprietors and supporters sup-porters of the Dominion Government They are opposed toany treaty or at rangement that would break down any part of the system that brings them wealth and Sir Charles may be regarded re-garded as their representative and champion in the convention of all these monopolists |
