WASHiNGTONINovember 9 Joseph S Miller Commissioner of Internal Revenue Rev-enue submitted his annual report to the Secretary of the Treasury to day Tte total receipts from all sources of internal revenue for the fiscal year ended June 301887 were 118829523 as compared with 116902869 for the year 1886 112421121 for the year 1885 12190023 for the year 1881 144553 344 for the year 1883 and 146523273 for tbe year 1882 It is estimated that 120000000 will be collected from various var-ious sources of the internal revenue during the current fiscal year provided no changes are made in the rates of taxation now imposed by the Internal Revenue law The total cost of collection for the past fiscal year including the salaries of officers etc was 065149 biing about threefourths per Cmt 01 the amount collected The cost during the previous fiscal year was about thrdtsixtbs per cent of the collections The estimated expenses for the next fiscal year amount to 1125280 An additional head of division and twu messengers are asked for to execute the provisions of the oleomargarine law The general condition of the service is reported to be good The reduction of the number of Internal Revenue districts dis-tricts by tho executive order of May last very considerably lessened the cost of collecting the Internal Revenue taxes and has not in any manner been detrimental to the interest of the taxpayers so far as he has been informed Commissioner Miller suggests that the question whether tae United States has now any authority author-ity for the collection of the direct tax remaining unpaid be taken into consideration con-sideration If it is held that the tax can be collected proper steps he says buould be taken to collect it unless there is some probability of legislative action authorizing further suspension Nine hundred and sixtynine grain distilleries and 32G fruit distilleries were operated an increase of nineteen in the former and a decrease of 1149 in the alter The increase in th grain distilleries was among the small ones while there was a decrease in the large ones Th commissioner renews his recommendation of last year in regard to the taxation of fractional parts of a gallon of dis illed spirits He also urges legislaiijn authorizing the es tiblishmenj of special bonded warehouse lfor the storage of brandy mae Irma apples or ppacoes or from any fruit whose distillation may be authorized under the rules and regulations regu-lations I which govern the distillation of the fruits above named tjgetner with the necessary changes in tha laws to guard against fraud Tnt great falling off in tho assessment of overdue taxes on distilled spirits the report saysis due to the fact that while at the beginning be-ginning of the fiscal year 1830 there were 19812118 gallons of spirits in the distillery warehouses the tax on whirh would become due during the year under the terms of the warehousing bonds there were only 10701425 gallons gal-lons of such spirits in the distillery warehouses at the beginning of the year 1887 As there were 12788 207 gal Ions of such spirits in bond at the beginning be-ginning of the present fiscal year some increase in assessments of this character charac-ter may be expected during the year The quantity of spirits produced and deposited in the distillery warehouses during the last fiscal year compared with 1SSG domestic spirits exported and rcimported during the year upon payment of customs duty equal to the Internal Revenue be added the quantity virtually withdrawn from the disullerv warehouses during the year ended Jane 33 1887 is loan 1 to be 63399948 gallons or lGti44oi gallons less than during the year 1886 including includ-ing ftf > 7 5fX gallons reimported and tax pad uing that year On the subject ot reimported spirits the Commissioner recommends first that section 2500 of tile Revised Statutes be so amended as to exclude as an article subject to customs duty all dometic spirits returned to this country to provide for the collection of internal revenue due on such spirits as shown by the marks and brands on the package at the time of the removal of spine from the distillery warehouse or if this is deemed inadvisable inadvis-able second that the section be amended so as to provide forth for-th collection of interest on the duty imposed on reimported spirits t be computed from the date of the withdrawal with-drawal the spirits from the warehouse ware-house or in case spirits were exported with the benefit of drawback interest to date from the payment the drawback |
