members of the Council were all present at2 pm yesterday when the resident called the House to order Prayer was offered by Chaplain Shaw after which the minutes of the previous meeting were read and approved A PETITION MB WIMMEB presented a petition from Jasper Robertson and 310 other residents of Emery County setting forth that the residents of that county had three large and dangerous rivers to cross and that the financial condition of the people was such that they were not able to bear the expense of bridging the rivers They therefore asked for an I appropriation of 6000 to assist them in this work Referred to the committee on appropriations I MlfiCELliAKEOUS ME MARSHALL called for DF Uo 5 A bill for an act to provide for the classIfication and government of municipal corporations and towns which was read for the second time amended and filed for third reading The bill reads as follows Be it enacted etc SECTION 1 That the municipal corporations in this Territory bend be-nd the same are hereby divided into two lasses All incorporated cities having one thousand or more resident local voters or showing by the retnrns of the last general election shall be of the firstclass and all others shall be of the second class SEC 2 Eaeh incorporated bity of the firstclass shall be divided into five muni cipal wards thehiundaries of which shall be prescribed by ordinance priori to the < extmunicipal eledtkm provided that said rardsshall be as near as may be of equal opmatiou and shall as near as may be lie teach n a compact bo ay f SEC 3 f The municipal government of all ncorporated cities of class isher by vested in a city council to be composed of a mayot who shall be a qualified electorin his city five aldermen one from each ward and ten councilmen two fr an each ward who hall be qualified electors in their re spective wards tho mayor shall be chosen by the qualified voters of their respective cities and the aldermen and councilmen shall be chosen by the qualified voters of their respective wards they shall hold their offices for two years and Until their succes ors are elected and qualified SEC 4 The government of municipal corporations of the secondclass shall eou inue now located at the place known as Ashley postoffice being situated some four miles from the recorded townsite of that name be removed to Vernal for the following reasons to wit It is nejirlthe centre ap-proved March 13 1881 It provides that the section named above be amended by adding thereto after the last word of said section the following Attd answer the charge of which he has been convicted and appear in what evr court it may be prosecuted and will at al times hold himself amenable to the orders and process of the court and if convicted will appear for judgment judg-ment and render
