September 5In round I numbers it is estimated that the invAding invAd-ing army of doctors now contains about 5000 individuals The work of registration regis-tration is still in progress and the exact figures are not yet obtainable Of these ninetenths are Americans Of the 300 or 400 foreigners present there are florid and portly Englishmen swarthy Italians Turks Persians blonde Russians Rus-sians Norwegians and Swedes with Frenchmen Germans Danes Mexican and South Americans in every type of eminent respectability The French appears to be the favorite tongue for international communion but there are not a few among the foreigners who seem to turn without any effort from Servian to Spanish and from Norwegian to Greek Before the hour for opening of the congress every seat in Albaughs Opera House was occupied President Cleveland Secretary Bayard and Speaker Carlisle were escorted by Dr Garnett to seats upon the stage at 11 o clock and were greeted with applause ap-plause by the audience The assemblage was called to order by Professor Henry M Smith of Philadelphia Philadel-phia chairman of the executive committee com-mittee He said it was known to all present as well as to the physicians throughout the world that in May 1881 representatives of the profession in the United States decided to send fraternal greetings to the Eighth International Inter-national Medical Congress then about to assemble in the capital of Denmark and to ask tbat the Ninth Medical Congress Con-gress might meet in the City of Washington Wash-ington This invitation being accepted an executive committee was appointed to make the necessary arrangements and the result of their labors was seen in this large assembly which the register showed contained many of the most brilliant and distinguished medical minds of Europe Asia and America To welcome these guests of the profession pro-fession and to show his interest in the great humanitarian object the President Presi-dent of the United States had consented con-sented to open the Congress for organfc zation He had the honor to annountw the honorable Grover Cleveland President of the United Spates of America The President when the applause had subsided said I feel that the country should be congratulated today upon the presence at our capital of so many of our own citizens and those representing foreign countries who distinguished themselves them-selves in the science of medicine and are devoted to its further progress My duty on this occasion is a very pleasing and a very brief one it is simply to declare de-clare that the Ninth International Medical Medi-cal Congress is now open for organization and for the transaction of business The chairman of the executive committee com-mittee then proceeded to nominate the gentlemen agreed upon by the committee commit-tee to be officers of the congress Dr Nathan Smith Davis of Chicago was chosen president of the Congress by acclamation ac-clamation Dr John B Hamilton supervising I surgeongeneral of the United States Marine Hospital Service having been I elected secretarygeneral of the congress con-gress the nominated gentlemen were agreed upon as vicepresidents of the congress and they were elected by acclamation ac-clamation The list contains a hundred or more names of presidents of American medical medi-cal associations and surgeonsgeneral of the army and navy The foreigners on the list include all who came as delegates II dele-gates from their respective governments govern-ments together with many others of distinction The Secretary read a report giving a detailed account of the manner in which the Congress was invited to meet in Washington and of the labors of the committees in the work was now complete and he submitted the pro gramme and a volume of abstracts Dr A Y P Garrett chairman of the committee com-mittee of arrangements announced the social programme for die Congress It includes aconversazione in the evening at the banquet at the pension office a visit to Mount Vernon upon United States vessels and an excursion to Niagara FLU He said it was a source of regret aid embarrassment that the month of September Sep-tember had been selected for the congress con-gress and the committee felt it a duty to explain the absence of that boundless hospitality for which Washington was so widely known This was he said due to the absence from the city of so many of those who were at other seasons wont to open their doors to visitors President Davis next introduced Secretary of State Bayard who welcomed wel-comed the congress to Washington in on eloquent address and said in part We welcome this congress as the guardian of the sanitation of the nation In your profession we recognize recog-nize the noblest school of human usefulness and in the progress of development de-velopment of the laws of cure the I mitigation of suffering prolongation of I human existence and the efforts to discover dis-cover the true principles and conditions by which life can be made worth Uv I lug we have learned to appreciate our deot to those whose highest rewara is the still small voice of gratitude and conscientiousnes of benefaction to the human race Gentlemen I confiden tally promise your convention a worthy audit ace not alone by the members of your profession here assembled nor Urn ted in numberto those Whom this
