Show I JUSTICE PIt01IISLID i j It will gratify all honest fairmiudec people that Congress proposes to deal squarely by the Chinese A bill has I teen favorably reported to the Senate f to indemnify the Chinese for the losses i f f sustainedin the riots at Rock Springs Wyoming last fall the appropriation 1 for the purpose being 150000 It is to be hoped the bill will be promptly passed and the money paid over to the sufferers from this disgraceful affair That is the way in which China does things and the enlightened American Government cannot afford to be less just than the Mongolian The payment pay-ment of this money may prove a good lesson to the American people and nation the lesson that we must either take in our sign or live up to it The Chinese did not compel this country to admit them there was no force business about it AVe opened the doors and invited them to come the invitation extended to all the world including them the heathens did not even then accept but waited for a special and pressing invitation invita-tion and even then they delayed until a plain and definite arrangement was entered into the bargain being that the subjects of Emperor of China should be accorded the same rights of residence and degree of protection in this country which were accorded to the subjects of any other nation and in return for this 11 I the citizens of America in China were to enjoy the privileges accorded to the most favored foreigners The barbarian Chinese have faithfully observed their I part of the compact but the Christianized Christian-ized and civilized Americans have paid I little attention to the obligation tinder t tin-der the Guaranteed protection of the best nation on earth the Chinese have been treated worse than humane people treat their dogs The poor fellows am kicked and cuffed and driven about at the pleasure of the vicious the loafers and the hoodlums and the sentiment 4 of the better element of the people is not allowed to assert itself in behalf of the abused The Rock Springs affair was so outrageous and terrible that it aroused the indignation indig-nation of the civilized world and shamed decent Americans into making i a demand that restitution and reparation repara-tion be made to the Chinese and the t bill now before Congress is the result It will elevate the United States in the estimation of the nations to do this act of justice and show that it can be as honorable as the despised Chinese It I I would add to our glory and credit if we were to hang the men who murdered the defenseless Chinese on the occasion of the riots but this will not be done when officers and grand jurors on the spot declare their inability find evidence l evi-dence of the guilt of anybody t |
