gov-ernment and whose transportation and settling expenses shall be paid by the government shall be considered Mexi can citizens Foreigners shall enjoy all the privilegc of Mexican citizend subject sub-ject to theipojyerjeaeived to tne executive execu-tive of banuniug those whose presence may be considered pernicious Vacant or public laacis or real estate or vessels ves-sels may be acquired by shall be considered as a trans ler The Ftderal law may restrict the civil rights of loreigners to the extent of bUbjecting them to the same liabilities which the laws of their own country impose upon
