outbreak this morning Dr McGillicuddy agent of the Red Cloud Indians at Pine Ridge agency telegraphed to the secretary of the interior and the dispatch was repeated re-peated to the military headquarters in Ornahastatin that he had been informed that Red Cloud and other chiefs of the Sioux at Pine Ridge agency had come to inform him that unless he was relieved as agent by October 1st they would breakout break-out and that they had sent word to the post and department commanders com-manders to that effect This afternoon another telegram was received re-ceived from the military headquarters headquart-ers from Maj Sumner lof the Fifth Cavalry commanding at Fort Robinson Rob-inson stating thnt he had received a letter signed by fiftytwo chiefs of the Sioux nation saying that widespread wide-spread dissatisfaction and trouble existed among bands at Pine Ridge agency and they called on General Crook to come up and adjust the I matters for them They also said that they had informed the secretary of the interior that unless within sixty days Dr McGillicuddy their agent was relieved and their grievances made right serious trouble could be expected The situation is regarded as quite I serious by the military officers in Omaha who have fought these Indians In-dians and know them well There are about 7500 Sioux at Pine Ridge and eighty miles from them at the Spotted Tail or Rosebud agency there are 8500 under Spotted Tail junior and White Thunder and to the west one hundred miles are 2500 Crows who have left their agency and will not stay on the reservation re-servation They have been killing considerable cattle belonging to ranchmen who have occupied the northern territory with their herds but no serious trouble has occurred with the Crows There are also large numbers of Cheyennes among the Sioux and also a great many warriors returning from Sitting Bulls band who used to live with Red Cloud up to 187 when they struck out with Sitting BulL These are an element of disturbance Since the war of 1876 a great many young Sioux have grown up to be warriors and have listened to the tales of their fathers They are now anxious to distinguish themselves on the war path and are therefore restless and eager for a war It is estimated that the Sioux and other allies can muster over 4000 warriors war-riors well mounted and splendidly equipped with arms and ammunition ammuni-tion These Indians although in the department of Dakotah a short distance north of the Nebraska line and under the military supervision j eneral i Terry have appealed to Gei eral Crook to come to heir jui anti endeavor to adjust their grievahces They have every con riuencii in General Crook as he has fought them during the last nine years and knowing him to be a fair man and understanding them well they have reason to believe that he can settle the whole difficulty General Crook has been ordered to the depaitrnent of Arizona but u is likely that under the circumstances cir-cumstances he will be specially commissioned to visit these Indians ill tile department at Dakota and listen to their complaints and suggest sug-gest some remedy At present he is at Baltimore Md but will return re-turn to Omaha August 23d What the Sioux i grievances are is not generally known here Dr McUi licudly Pine Ridge agent bears the reputation of being one of the best agents in the Indian service He is a man of the highest character splendid executive ability and widespread wide-spread experience He served fora number of years as surveyor in the engineer corps on the frontier and afterwards was acting assistant surgeon sur-geon in the army and he accompanied accom-panied all General Crooks expeditions expedi-tions against the Sioux and Chey ennes and became well acquainted with many of the chiefs His appointment ap-pointment as Indian agent was strongly recommended by some of the most prominent military officers of-ficers among whom was General Crook McGilluddy who is a man of good judgment and great personal per-sonal bravery has many military friends here and elsewhere who believe be-lieve that any trouble at Pine Ridge agency is due rather to the methods of his department rather than to any personal incompetency or lack of judgment on his part in fulfilling his duties His administration has been to carry out the policy of government gov-ernment and it is believed that government will sustain him Red Cloud who is the chief discontent dis-content is well known as the leader of the Fort Fetterman massacre December 22d 1866 and has always been regarded as an able brave warrior war-rior but a wily and treacherous Indian In-dian In the commission of 1876 more trouble was had with him than any other chief He was deposed from the government chieftainship of his people by Goneral Crook in 1876 and Spotted Tail was made chief of all the Sioux This was a severe blow to Bed Cloud who has never recovered from the degradation and has ever since been morose and sullen In 8SO Dr McGillicuddy deposed him V from the chieftainship of his own V bands This added fuel to the flame Red Cloud does not like 1 Gen Crook nor McGillicuddy Gen V V Crook distrusts Red Cloud whose V 1 band he dismounted and disarmed V t V V Red Cloud in 1876 laid a plan to V V massacre General Crook Col Stan V ton and Captain Burke but it was i discovered in time to prevent its accomplishment Red Cloud is about 5 I years of age of V commandIng presence and V of thoroughly savage instincts and V V bas alwuys had a great deal j of influence with the warlike elements f the tribes Another i V angerous chief is Little Big Manr V who cam very nearly succeeding of < in cansn I the massacre in 1875 of i the Indian commission just below 1 the Red Cloud Agency This was V the commission of which Senator Allison was chairman and Terry was one of the members The other aangerous chiefs if stirred V up are American Horse Red Dog V V Blue Horse Little
