Show THE EFFECTS In regard to the effects of the Edmunds bill while much depends upon the character and intelligence of the commissioners not a little depends upon the people themselves them-selves All the indications point to the selection of wise judicious men for commissioners by the President Pres-ident Mr Arthur asserts hiinselt to be without prejudice in this matter mat-ter lie also understands and appreciates ap-preciates the unAmerican dangerous danger-ous character of the law and the difficulties in the way of its fair and honest enforcement He is not ignorant of the purposes of those i who have been most active ac-tive in urging on this legislation leg-islation but has no sympathy with them Indeed Mr Arthur in all his utterances so far as known has shown a keen appreciation of the situation and manifested a determination de-termination to deal with the matter in a broad statesmanlike manner He has said that rio applicant for the position should be made a com missioner which means that he does not propose that missionaries shall administer the law He has also said that the best men to be had for the money would be selected We may confidently look for the President to do all in his power to have the law administered fairly leniently and in the spirit to produce least hardship suffering and harm As suggested much will depend upon the people themselves They can by pursuing one course excite respect and sympathy and compel i application of the law in fairness I in so far as such a law can be made fair by another course they can bring upon themselves the enmity of the commissioners and hence multiply the evils and cruelties It is easy enough to get up an excite ment aud maintain a strife that can do no possible good but must necessarily I nec-essarily result in harm toI I individuals and the community and prove disastrous to the material as well as socialinterests and advancement ad-vancement of he territory On the other hand it is not difficult to make the best of the situation losing no point maintaining every right so far as permitted and at the same time preserve peace and avoid unwise and useless excitements No one need be told which is the wiser course to pursue in the distressing dis-tressing circumstancesj into which Utah is to be plunged at an earl y day One path leads to unnecessary trouble and hard times for all and that is not the one we should follow fol-low |
