Show CITY COUNCIL 1 Proceedings at the City Council on Tuesday evening December 13th 1881 Mayor Little presiding x i nunication was submitted from Mess Godbe Pitts Co calling the attention of the Council to the fact that during the time the city and certain liquor dealers were in litigation they paid three quar ters license to the corporation amounting to 600 while many other dealers paid nothing and that said amount was paid with the understanding under-standing that such reduction should be made hereafter as was granted to others In view of the failure on the part of the Council to exact any license from other liquor dealers Messrs Gudbe Pitts Co asked that 6 00 of the amount paid by them be applied in payment of future liquor licenses whether to the city or county commencing com-mencing from the expiration of the quarter for which they had just paid in advance to the county 200 ReferreS to the committee on license li-cense A petition was submitted from HenryShingleton representing that he had paid license regularly to the city during the time that other dealers deal-ers in liquor paid nothing whatever and asking in view of the citys failure fail-ure to exact liquor license that the amount paid by him during this period be refunded or applied in payment of county licenses Referred Re-ferred to the committee on license Alderman Pyper submitted his report of the police court for the month of November showing show-ing Number of cases tried 99 Number dismissed 22 Number Num-ber appealed 5 Cash fines for month 132195 Collections on back fines 4950 Total cash paid into treasury on fine account 51 37145 Labor fines for month 172000 Total of cash and labor 1543 A detailed statement followed fol-lowed giving the name of each defendant de-fendant the amount of his or her fine and whether paid in cash or labor Approved and placed on file fileThe The committee on construction of Jordan and Salt Lake City Canal presented their report for the month of November showing a total expenditure ex-penditure upon the different accounts ac-counts connected with construction of 719070 The vouchers for each item of expenditure accompanied the report Expenditure approved and report ordered to be placed on fileThe The committee on construction also reported in pursuance of instructions in-structions by the Council a detailed statement of the amomat disbursed upon all the various accounts for the construction of the Jordan and Salt Lake City Canal from the date of its commencement to the end of the fiscal yearNovember 30 1881 the total of which as reported was 16616897 Referred the committee com-mittee on finance The committee on finance to whom by action of the Council in April last was referred the matter of securing additional clerical help for the recorders and assessors offices reported that they had recently I re-cently secured the services of a I young man named W G Farrell WMot they thought would answer present requirements and recommended recom-mended that he be employed under the direction of the recorder at salary of 30 per month for the present pres-ent Adopted The committee on public ground to whom was referred the petition of J M Russell and Joseph H Evans who asked for a grant of all the coal they may discover under city lands upon condition that thy pay to the corporation the sum of 25c for every ton of coal extracted etc reported recommending that the prayer of the petition be granted Adopted The committee on water works to whom was referred the petition of A McRae and others who asked that a pipe be extended from the water mains at the intersection of Sixth East and Second South street to the edge of the sidewalk and a spill and tank placed there for the I accommodation of the drinking public etc reported favorably to the petition recommending that the improvement asked for be made as early as practicable the work to be performed under the direction of the superintendent of water works Adopted The committee on claimsto whom were referred a number of bills against the city for court Costs incurred in-curred in cases against certain liquor dealers prosecuted for running without license taken up on appeal to the Third District Court and there dismissed by the city attorney in puisuance of the ruling of the court reported that they had investigated inves-tigated the matter and found that a large portion of the costs which in all amounted to 25450 was incurred in-curred in the lower court which after payment of judgment would be returaed the city treasury The committee therefore recommend that the bills be allowed and the amount therefore be appropriated Report addopted bills allowed and amount appropriated Mr John N Pike being present addressed the council in behalf of the land owners upon Centre street Nineteenth ward bench He called the attention of the council to their favorable action of last April upon a certain etetion > which asked that I no change be made in the location of the water ditch upon said street until after the grade of the street shall have been definitely established establish-ed and stated that notwithstanding this action of deferment the matter had recently been brought up and the watermaster ordered to change the location of the ditch all without with-out the knowledge and indirect in-direct contradiction to the wishes of residents of that locality He stated that to effect the contemplated change many of the shade trees planted and owned by residents of said street would have to be removed or demolished and that it would necessitate an outlay out-lay to the citizens interested and also to the city which ho deemed at present unwarranted When a profile pro-file of the grade of said street shall be filed in the City Recorders office by the city surveyor and the city prepared to grade the street then Mr Pike stated was in his opinion the proper time to make the proposed pro-posed change in the water ditch He therefore petitioned the Council to put a new quietous upon the improvement im-provement and asked that no change in said water ditch be made till the city surveyor has made and filed a plot of the street showing its width grade etc Henry Grow interested with Mr Pike and others also made a few remarks sustaining the position of Mr Pike and in opposition to the projected improvement He asked the Council to not be too hasty in ordering seeming improvements which would work an injury and a hardship to citizens On motion the entire subject including in-cluding the recent recommendations of the committee on streets and alleys and the petition of Mr Pike for delay etc was referred to the committees on streets and alleys and irrigation conjointly The matter of preparing the draft of a bill for presentation to the coming Legislature embracing all amendments to the city charter which are now deemed necessary was referred to the committee on municipal laws with instructions to call to their aid such additional legal ability as they may consider necessary neces-sary Adjourned for one week |
