Show 1 The Civil Service Bill Washington 27The principal features of the civil service bill as passed by the Senate today is as follows The President is empow ered to appoint and the Senate con firm three civil service commissioji ers not all of the same political party to conduct the competitive examination for admission to office The commissioners to receive a salary of 53500 per year each and traveling expenses Examinations to be public and of a character to test the fitness of the applicant for the kind of service he seeks to en ter Appointments to be appor tioned among the states and terri tories in proportion to population that there be a period of probation before appointment that promo tions be on the basis of merit and competition that no one in the public service be removed forrefus ing to contribute to any political party where no competition nor competitive examination be held and the rules to govern proceedures are to be framed by the President and commission The commission is empowered to employ a chief ex aminer at S3000 per annum and expenses ex-penses provides for board of examiners exam-iners selected from the public ser vie in one or more places in each state and territory and hold exam inations at least twice a year any act tending to unfairnes in these examinations subjects the offender to a fine or imprisonment It is made the duty of the secretary of the treasury and postmaster general to begin a classification of the employes of the customs and post office service in sixty days after its passage with a view to competitive examinations for promotion after the expiration of six months persons nominated will be confirmed by the Senate and not subject to the terms of the bill Then follows the temperance I tem-perance clause The coercion sec tion is as follows That no senator or representative or terrritorial delegate of Congres or senator representative or delegate elect or any officer or employee of either of said Houses and no executive judicial judi-cial military or naval officer of the United States and no clerk or employee of any department branch or bureau of the executive judicial or military mili-tary or naval service of the United States shall directly or indirectly so licit or receive or be in any manner concerned in soliciting er receiving any assessmert subscription or con tribution for any political purpose whatever from anv officer clerk or employee of the United States or any department branch or bureau hereof fr from any person receiv ing a salary or compensa tion from monies derived from the treasury of the United States that no person shall in any room or building occupied in the discharge ot his official duties by any person or employee of the United States mentioned in this act solicit in any manner whatever r or receive any contribution money or any other thing of value for any political purposes whatever no officer k offi-cer or employee of the United I States mentioned in this act shall 1 discharge or promote or degrade or in any manner change the official rank or compensation of any other officer or employee or promise or threaten so to do for giving or witholding or neglecting to make any contribution of money or other valuable thing for any political purpose pur-pose No officerclerk or otherperson in the service of the United States I shall directly or indirectly give or band over to any other officer clerk or nerson in the service of the United States or to any senator or member of the House of Representatives Represen-tatives or territorial delegate or other person acting for such senator member or delegate any money or other valuable thing on account of or to be applied in the promotion of any political object whatever |
