and Fisher were appointed a committee of conference con-ference on the put of the House on the Dill authorizing certain counties coun-ties to purchase stock in the Utah Eastern Railway Company The House bill defining the Firat and Third Judicial Districts was taken up And passed its first reading and was referred to the committee on judiciary This bill apportions Cache Rich Weber Box Elder Morgan Utah Millard Sanpete bevier Juab and W Isatel to the Fir t Judicial Dis rict with Court House at Ogden for the northern counties and Salt Lake Tooele Summit and Davis to the Third Judicial District also states i Congress elnuld appoint another associate justice for Utah the northern north-ern counties shall be named the Fourth Judicial Ditrict n n A communication was received from the bill reported back from the House with amendment was taken up and the amendment concurred con-curred in The amended bill specifies the amount at 7000 instead of 10000 pounds of sugar to be produced The bill licensing and reguliting the sale of liquors taJ read three times and passed This bill provides for County Courts granting licenses outside corporate limits when petitioned for by ten freeholders for the giving of bonds by applicant in the sum of not less than 500 nor more than 5000 that he will not keep 1 disorderly house that the amount of license shall be not less than 100 nor more than 250 for six months and double these amounts for twelve month and no license shall be granted for less than six months two thirds of the registered regis-tered voters of any precinct can mechanical or chemical purposes shall be maintained in the courts one hal of all fines to be paid to the school fund and the other half to be used by the County Court A communication was received informing in-forming the Council that the House bad passed the bill amending tbe incorporation in-corporation act with amendments The Council concurred in the House amendment U Recess was taken until until 2pm 2pm The Council resumed its sitting Councilor Smith from the committee tee on education reported the school bill back with amendments The womena rights bill wee referred re-ferred to the committee on judiciary Councilor Fctheringham presented a petition from Josiah Eogerson assessor and collector of Beaver County praying for relef for taxes uncollected in that county Mr Koserson having paid the same amounting to 19415 prays to be reimbursed re-imbursed Referred o the committee on claims and appropriations with instructions to incorporate the amount in the appropriation bill Councilor Caine from the commit on general incorporations reported that the House bill amending chapter 4 title 1 of the Compiled Laws of Utah was virtually incorporated in Council File 2 A message from the Governor was received announcing that he had approved ap-proved the following bills An act changing the name of Christiansen to Larsen an act changing the name of Layton to Naylor an act requiring recorders re-corders of mining districts to give bonds and an act providing for the adjournment of courts in certain case A communication was received from the House announcing that the Go leror had sent a message notifying notify-ing ttat body he had approved the follHvin5 bills An act for the protection protec-tion of bees an act defining the amount of bonds of the Auditor of Public Accountp and territorial and county trejurerd also an act organizing organ-izing San Juan County and enlarging Emery County The school bill was read the second lime by sections amended rend the third time by its tills and so passed and was sent to the House for concurrence con-currence in the amendments The principal amendments made by the Council to the bill as it was received from the House were Giving Giv-ing power to trustees by 1 twothirds majority vote of the taxpayers present at 1 school muting to purchase hold sail and convey property for the benefit of such district I Trustees in contiguous districts can I make arrangements for union schools and transfer monies for the I benefit of children attending schools I in adjoining district Trustees shall presjribe the branches to be that it i had passed the Council liquor bill with amendments The amendment were concurred in Councilor Thurber reported that I having found the business of examining examin-ing the Auditors warrants entailed considerable labor he moved that Councilor Teasdale be added to the committee Carried The Council then adjourned until 1 am on Wednesday HOUSE A communication was received from the Council containing a request for the appointment of a conference committee relative to the Council bill empowering certain counties to tike stock in the Utah Eastern railroad and Mesra Pack and Sharp were appointed on the part of the House Mr Fisher presented a petition from Messrs Hatch and Hogan asking an appropriation for jury services ser-vices rendered in the Third District Court referred Mr McKinnon presented a petition from the assessor and collector of Rich County asking for the concel lation of certain amounts set against him on account of delinquent taxes Mr Peery presented a bill amending amend-ing sections 1108 1110 and 1111 Compiled Laws read and referred to the committee on judiciary On motion of Mr Preston the bill lotio A removing the political disabilities of women was called up read the second sec-ond time by sections and on motion tme moton of third Mr reading Murdock the bill pasaed to its Mr Furr then spoke in opposition to the bill going over a good deal of the i ground heretofore argued Mr Preston made a few remarks in reply to Mr Farr and read from the minutes of the last session show ug that Mr Farr bad reported a bill and supported its passage allowing women to hold office and said that the gentleman seemed to have changed his opinion He hoped no long speeches wculd be made and it was possible the gentleman from Web r might not be here ocain and it would be well for him to s cure two or three good representatives even i they were womsn He did not think he would injure this great govern ment or this little tel ory i the bill were passed and he wanted to see a few broad souled men take a stand here for religious and political liberty Mr Murdock also replied to Mr Farrs remarks and argued in favor of the bill showing that the argument of innovation was not of any weight Mr Pack showed that under the act it would be possible to elect women who were not citizens unless the section was further amended Mr Grover stated that ho wanted to Bgfin raise his objections to this bill it was surprising to him that this I measure disposed of practically on diflereut occasions should be brought up again unless members had been worn out on the matter and were about to give in Mr Lymon rose and referred to Mr Farrs poitioa on tho matter and Mr Far replied by saying he was then opposed to it but wanted then as he did now io have a fall discussion Mr Penrose made a few remarks oa the position of the bill and said he did not think i was the province of any member to question the motives of another about changing his views i his views had been changed Messrs Lyman Pack and Fisher discussed provisions of tbe statute and the last speaker said while he did not favor this bill as it stood be would vote for it He was in favor of the former measure but since it was lost would vote for this Mr Penrose also briefly discussed the statutory qualifications The motion for the third reading of the bill by its title was put and carried On motion of Mr McKinnou the bill was passed by a vet of 15 to 8 On motion of Mr Grover the ayes and nays were called for as he desired de-sired to go on record on the quest ion he did not however desire committee on enrollment reported re-ported the engrossing of a number of bills which hud been handed to tho Governor for his signature A report from the committee on road budges ferries etc wis read recommending that the sum ot 2000 be put upon the appropriation bill for the purpose of opening a road through Sevier County under certain conditions 1 tion The report was read and adopted II Mr Penrcse moved that tho committee com-mittee on claims be instructed te pace on the appropriation bill for the use c the Territorial Superintendent Superinten-dent of Schools over and abova the 3000 for the two years alary and the 500 or stationery and incidental expenses the sum of 300 t bfl dividtd as tho superintendent t might desire among sX gentlemen who had traveled through tbe territory at hia instance in the cause of education He remarked lint in view of the meagre ralary paid the Territorial Superintendent of District School be thought the item was but just Mr Hatch asked what he considered consid-ered a meagre sum Mr Penrcse consider 1500 very mesgr Mr Hatch did not consider that for the amount of labor performed by the superintendent that the salary was very meagre He could not see what the Legislature had to do with paying these parties Messre Grover and Farr and others spoke in opposition to the motion An attempt was made to refei i to th3 committee on claims and appropriations appro-priations which failed to carry The motion was put and let only five members voting lor i the others that voted gong against it Mr Farr reported back from the judiciary committee the Council bill amending the incorporation act of Salt Lake City without amendment and recommended its passage The bill redistricting tho territory made the special order for tcday was voted to be taken up I Mr Pack moved that the bill be I recommitted to the committee with Messrs Francis and ilurdoct added The bill however was referred to the committee on counties with Mr Francis added I A message was received from the Council announcing its concurrence in the House amendments to the bill giving 1 reward for sugar produced in the Territory On mction of Mr Fisher Mr Pen rose was added to the committee on counties the to Territory consider the bill redistricting The bill amending chapter 4 title 11 ol the Compiled Laws repoitad back from the judiciary committee was taken up on its second reading The bill was read the second time by sections the third time by its t tie and passed Mr Murdock presented a petition asking an appropriation to aid in erecting a high school at Beaver referred re-ferred to the committee on education without reading Mr Peterson presented a psttin from John Spencer and others for the removal of the northern boundary of Sanpete County referred to tbe committee com-mittee on counties without reading Mr Johnson moved that the com nitteo on claims and appropriation be instructed to consider the propriety propri-ety of appropriating 1500 for the up on its second reading and passed to its third reading by its title and passed A message was received from the Council notifying the House that the Governor had signed Council File 22 and Council File 38 changing the surnames of persons named therein the act requiring recorders of mining I districts to give bonds and the act providing pro-viding for tho adjournment of courts in certain cases A message waa received from the Council notifying the House that that body had passed a bill licensing and regulating the s11e of liquors ani an act amending the law relative to intending in-tending corporations I The bill licensing and regulating the sale of liquors was then read the first time aud passed to itd second r reading by sections the third time by its title and passed A message was received from the Governor notifying the House that he had approved the act for the nrotec ton of bee culture the act defining the amount of the bonds to be filed by the Auditor of Public Accounts and an act organizing San Juan County and changing the boundary Emery County Mr Murdock moved that the com mitteo on appropriations be appropratons empowered empow-ered 10 consider the propriety of incorporating in-corporating in the general appropriation appropri-ation bill the sum of 610 to cover couit script issued by the Second Judicial District for judicial expense Carried Messages from tho Council were received notifying the House that the Council had concurred in the amendments to the act to amend chapter 4 title 1 of the Compiled Laws of Utah aho that i had passed I the school bill
