of tho PaciHc was telegraphed tele-graphed yesterday from Washington to bring all available troops in his division to San Francisco and companies amount ing in all to 500 men aro already en route with more to follow probably 1500 altogether alto-gether It is impossible to find out by whose orders these movements of the national na-tional guard are made as officers refuse I I to give uny information but it is con I jecturcd that the movements arc made under tbo direction GeneralMcDowell and are due to representations made to Washington authorities by Colonel Bee vice consul of China rfgarding the agita-tion is arrived at and at least until the question of the constitutionality of the law forbidding corpjrations to employ Chinese has been decided by United States courts and the question of the condemnation con-demnation of Chinatown is settled The Second regiment is disposed to view the removal of their arms with indignat and runny of the members assert it is an insult to the regiment whose loyalty to the Etsto and to the cause of law and order Is unquestionable The reason assigned as-signed by officers for the set is that the arms of the regiment being scattered l around at u number cf company com-pany armories are liable to siz = urtm mo uveiii 01 an uncxpecieu movement by diaord ily classes and that their removal o the old City Hall is merely precautionary end not intended as any reflection upon the character of the regiment Yoflcingmen are considerably con-siderably excited over these movements and many of them assert that the author ities BIO trying to force a quarrel on workingmen had nothing to gain by violent measures etc He then went en to announce that a grand plot was afoot on the part of alleged enemies of w rkin men to precipitate pre-cipitate a riot in which federal troops had been ordered to this city guns of a Galling battery removed to the Central police station and a vigilance committee put in shape for active duty Aside from tho motives imputed by Kearney to the auinonues mere is some truth in his statements The Catlings have been removed re-moved to the police station and there are some rumors that some additions to the United States forces in the vicinity of the city arc being made Guards have also been placed in some instances over the armories of the National Guards These movements hate failed to excite any particular newspaper notice or comment and no explanations haye been accorded from authoritative sources but this action is probably referable to a desire to be prepared for any contingenco liable to occur at or before the expira tion of thirty days notice given in the matter of condemnation of Chinatown San Francisco 8 Placards arc being posted in prominent places about the city warning employers of Chinese to desist from that practice and vaguely hinting at terrible consequences in toe event of refusal Pointed reference is als > made to the condition of unemployed S Signed COUXCIL OF FIFTEEN Company I first regular
