Show TELEGRAPHIC I CALIFORNIA How the Situation la Viewed I in bo East New York 27Tho Herald says The news from San Francisco for the last three days has an ugly and threatening look The alarm of the best classes ot citizens is attested by the fact that they have held a secret meeting to discuss the expediency of organizing a vigilance committee Tha phrase vigilance committee his memorable significance in the history of San Francisco Wo would fain hope there is no necessity for a vigilance comruittto now although the municipal government is again controlled con-trolled by the scum of the population The situation of California was very dif ferent then from what it is at present San Francisco was then separated by a journey of months from federal succor or support and only deperate local remedies could be applied to tbe dcporato local disease dis-ease If federal assistance should be necessary ne-cessary it is within comparatively easy reach since the completion of the 1aciiic V I railroads Citizens are just fied iu beiog a law unto thcmol only in the absence of other means of redress Still l we must not hastily condemn the confer I enco u consider wnetner a vigilance committee is not again necessary The brutal sand lot agitators are acting under color of law They made the conquest V of the city government at the last election elec-tion and a reckless Board of Health has decided the Chinese quarter a nuisance This is of course a dishonest abuse if V power The Tribune says There would belittle be-little season to fear violence of Kearney clubs in San Francisco if there were any confidence in the municipal authorities The men who arc talking about the guilottine and torch do not belong to the working class they are men who will not work who clamor at the doors of the industrous for a hot meal and then assemble as-semble at the sand lots to demand the hanging of these who fed them who damn the Chinamen because he demands labor by working too cheap etc damn the capitalist because ho degrades the laborer by expecting him to work at all They are loathesouio parasites who live upon the real working man but unfortunately unfor-tunately workiD men were deluded into joining hands with them last year and not oaiy auupung tneir crazy constitution but entrusting the preservation of the public peace to their candidates for cilice The consequences may easily became disastrous An attack upon capital could only hive one result and that has come even sooner thun any body anticipated Money is leaving the state While the rest ot the conntry is In the flush of prosperity trade brisk wages rising and every mill busy the streets of San Francisco are crowded with unemployed business enterprises of all kinds are checked rich men are moving away and taking their money with them The hoodlum bas not yet learned what the rest of the world has known for ages that capital ia timid and when it is oppressed it runs away A great part of the wealth which has sustained the industry in-dustry ol California has already come baclf and even the poor arc drawing their money out of savings banks The depletion will go on while osrneyim is allowed to make laws and to rule decent communities Thero is already talk of reviving the old vigilant committee Lamentable as such n desperate and revolutionary expedient would be in tho city which is certainly old enough and well organized enough to govern itself by legal methods it would not be at all surprising to find substantial citizens i approving the scheme if the excesses of tto sand lot ruffians are carried much further but we believe there is a simpler means of restoring order Kearney and his followers have obtained their power only by the cowardice of tho more respectable re-spectable classes They would soon be put down if tho true workingmen and honest people of other occupations would stand loyally and bravely together respecting demagoguism and insisting upon equal justice for all There are not lacking some evidences of pluck and determination on the part of San Fran cancisco citizens which wo trust will be generally imitated a nn lnnnL 7 11 no exceptionally quiet Workingmen i held no meetings except a few minor ward club gatherings as is customary and the papers this morning are almost bare of news in connection with the agitation although abounding in editorials on the subject the general tenor of which is expressive of confidence in the preservation preserva-tion of peace Chicago 27Tlse InlcrOcean editorial edi-torial after fully reviewing matters in San Francisco says the people in San Francisco are reported as very much excited If there is a conflict at all it is likely in the present stato of public feeling feel-ing to ba a serious one but some years ago ciizens of San Francisco organized to clear the local l atmosphere and sue pppdprl tn wpll that ihev msv safelv be enlrustei with the management at present trouble In case of a serious outbreak government would order out the militia and possibly the President might order United States troops to protect the Chinese Chi-nese against a lawdefying mob While the people of California are uncompromisingly uncompro-misingly hostile Chinese immigration it is not fair to conclude that they will encourage or sustain the action hinted at by Kearney The questions now claiming claim-ing consideration in California demand the best thoughts ot her wisest men and they cannot be settled in a day nor by any gang of hotheads Behind those of special significance to California are others in which the people of the whole country hive a direct interest and behind be-hind those again are a few points in which all civilized nations may ask to be heard i |
