Show i THE ASYLU3J I C r A Few Additional Sabbath Sug gostions on this Subject I seems as though the question of he location of the territorial asylum has not been settled yet So far as appears at present there is general dissatisfaction at what has been done ia regard to the matter That Davis County should be awarded the institution tution is more than her people ever anticipated and the vote that gives it to her was doubtless aa much a surprise sur-prise to her representative on the board n to any of tbe others Some time ago the HEBALP gave many reasons why this county should have the building and while not desiring to be captious we are of precisely the same opinion today as then and still think i should be located here Without any desire whatever to re fleet on the judgment of the board or on its integrity tbere is yet to appear ap-pear the first reasonable denial of any of the assertions made in the article published in these columns just two weeks ago today and claiming as is done that every statement made therein was baled upon facts that wero not to becontroverted there was no legitimate excuse for giving the asylum to any other county I would eeem that the matter is not yet irrevocably settled and i such be tbe case there are a few more points that may be advanced for the consideration of the board There wero rumors before the first vote was cast that some members of the board would be governed by tho general custom in other states and territories of locating public buildings in different counties and thus distribute them While this is perfectly proper generally it should rightfully have had no weight i it i did in this connection as the law which gives the board being and which autborizss the construction of the asylum does not admit of any such considerations being entertained members could have voted with as much legality to put i in Washing ton County or even to have abandoned aban-doned the project aa lo have been actuated on this ground As regards ease of access i has been asserted that at the time the bill was being considered in the Legislative Assembly I Assem-bly the propriety of engaging a phy alden to remain with the asylum altogether was discussed and abandoned aban-doned as the expense that would accrue ac-crue therefrom would be more than tbe conditions would justify for this reason it has been alleged that to locate the asylum on the Dr Young asylum grounds would necessitate just such a stale of aflaira as was attempted at-tempted to be avoided by the legisla tors Even i this were correct which is denied Davis County doe not improve the matter a particle in fact it takes the institution a distance dis-tance of twenty miles from any physician phy-sician who would be employed making mak-ing his permanent engagement an absolute necessity Statistics show that there are more patients sent from this county than from all the other counties put together i to-gether and where the economy I I exists in expending the peoples I money for sending 1 majority of the probable inmates of the asylum from I I the county which pays for them to i another is a conundrum that will requite I re-quite a derl of logic to uuawer Tno questions of healthfulness access questons 1 bilily and cheapness material need not be enumerated aa the odds arc unmistakably in favor tf Salt Liko County In all the sites offered not one haa been of the value of that I i ofiered by Salt Lake and if we i i atbei aright from remarks that have been made in only one of all II I the sits tendered tho cemmission was there a clear valid unquesj I I tioned and sufficient water right and 1 I that one was the site offered by Salt Lake County These are all statements i state-ments which will bear scrutiny and I I I thought and looking at the whole i matter from as dispassionate a standpoint I stand-point as possible and with these facts standing uncontroverted it is I difficult to see wherein tho commission commis-sion has exercised the good judgment I its members are known to possess in I fact it looks aa though bias haJ baen I I allowed to sway n little too freely l and we venture to state that the gentleman I I gen-tleman representing the fortunate county would not give it as his cool I judgment that the best selection had I been made in the choice of bU county while other members would i not say eo either i i The expenditure of such a lirgai I i I sore of public money as seems inuvi table in this case is a serious matter j I qpc which the member of the beard i must fully appreciate and one which I is likely to be felt for many years so that 1 mistake made in the start is I I I likely to bring lasting discredit on I I their judgment and i it ia not their better tbat Davis r judgment County should have the asylum i wo lId be much wiser to recall what has been I done Better rectify a blunder in a matter of such magnitude while i can ba done than persist in i rather than admit the error But i the decision be the result of calm and dispassionate judgment then of course the board will stand by i i The gentlemen composing the board are now public officers their acto are open to criticism they must expect it they will be subjected to i if they are right they can afford to be criticised and i wrong can certainly cer-tainly take no offense when these criticisms are made in a gentlemanly manner In this matter at least there is net and never has been any jealousy in this county Against ita competitor Salt Lake could aBord to rest on its merits under tbe law Outside of this county Davis would unquestionably bo the choice of our citizens for the erection of the nay lum i is nearer than any of the others and we would not only furnish nearly all the mechanics and all the material bat we would receive in consequence con-sequence a greater return of means than if it wero located in any other Besides we can afford to be without i as far S that goes and it would consequently benefit ua less than any of our competitors for which reason we have lees occasion to be jealous But these are considerations that lo not enter properly into the matter and should be exercised no more against Salt Lake County than for her they merely serve to show that i jealousy does exist there is less here loan anywhere else Tomorrow morning Messrs John R Winder W N Dusenberry and W W Burton go to Farmingtin to examine the proposed site in Davis County at the mouth of Shepherds CtfSon and ascertain whether the title to the land and water is perfectas perfect-as there seems to bs some question atout the water right The commit lea will report to the board on Wednesday next and the whale matter will then in all probability be settled beyond any further doubt or change |
