Show The Jury Fund Question SALT LAKE CITY January 291880 Edior Herald SirIn my letter of the 20th inst I inclosed a bill passed by both branches of the L Legislature at its lat session but vetoed by the governor relating to jury service See the HERALD Since then I have talked with several members of the bar and the bench on the subject That bill meets with general approval except the anon t of the jury fee to be deposited depo-sited Some say 3 in lieu of 1 will be eijURh others ray 5 and ij i appfaed case 3 Th principle is thia tl at persons who have rights against other persons which can only be enforced in civil suits in courts of justice ought to bear the expenses of such suits to the exclusion ex-clusion of the public revenue I this be sound it constitutes no reason why jurors in civil cases as they are compelled com-pelled to serve should not be paid The object of that bill was t provide a revenue lo pay for such service Most persona acquainted with the subject think 5 and 3 as above indicated will be sufficient I am fully aware that many persons believe the public revenue should bear the expenses of the criminal prosecutions and the civil suitor in court should bear the expense of his civil suit including the payment of the jury fee I appears to me this bill will effect this object without doing injustice to anyone In practice the government provides pro-vides the house the stationery the judge in both civil and criminal case the jurors grand and petit in criminal cases and the machinery for obtaining jurors in civil cases Payment Pay-ment for all these is provided except jurors in civil caaea Why not provide pro-vide the method for their payment 1 To mo it is only an act of simple justice Youra truly Z Ssow |
