peti-tion from A 1 Steward mayor and six others citizens cf Richmond Cache County asking for the grant l of a new city charter The petition I was accompanied by a bill for the t purpose of answering the prayer of I petitioners and both were referred b I the committee on municipal corpo ations and townaitea the latter without with-out reading Councilor Caine presented a remon atrance signed by Thomas Cupit and 339 property holders of Park City against the passage of tha bill to incorporate in-corporate eaid city as the boundaries a now described included mining and milling property over and through which roads were made for mining purposes and were not subject sub-ject to taxation by municipal authorities authori-ties Tbe remonstrance is not against the incorporation only so far as the Boundaries in the bill are set forth 11 was read and referred to the com mite on municipal corporations and The bill amending charters of incorporated in-corporated cities sent from the House I on body ot the bill creating a jury fund in civil cases Tbe bill for an act amending an act providing for the protection of keepers of inns hotels boardinghouses boarding-houses etc approved February 15 resolution respecting redistricting redis-tricting the territory The bill for creating a jury fund in civil cases and for other purposes was taken from the table and read rea once passed its first of the Compiled Laws of Utah was taken up and amended by changing the time for imprisoning for contempt from thirty days to ten and it passed its second reading ai amended it then passed its third reading by its title the title was read and the bill passed Councilor Smoot chairman of the committee on municipal corporations and towns e reported back tho bill to incorporate Park City with amendment amend-ment The bill was put on its second sec-ond reading with tbe amendments and it passed to its third reading The amendments make the bill conform con-form to the prayer of the the giving of bonds by judges of election elec-tion authorize 1 ta of five mills on the dollar on all taxable property made such by the statutes onehalf of which shall be for city purposes and the other half for common schools fixing tbe license on saloons etc at not less than 50 instead of not to exceed that amount as it previously read the clause providing for impounding cattle and collecting I fines and damages on same was stricken out the concurrence of two I thirds of the city council is required for the removal of city officers The charter is t go into effect on the 1st of April Councilor Wells from the com millee on enrollment reported the act requiring mining recorders to give bonds and the act condemning lands for public use as correctly enrolled and sent to the Governor its first reading and was refere to the committee on judi A communication from the House announced the receipt of a message from the ActingGovernor conveying his nonapproval of the act relating to the jurisdiction of justices courts Councilor Well from the enrollment enroll-ment committee reported the bill prohibiting the smoking and chewing of opium as having been sent to the Governor for his approval Minutes called for and the Council Coun-cil adjourned with a clear able HOUSE Mr Graver presented a petton relative to foul brood in bees which was referred t the committee un agriculture etc without reading Mr Daienberry presented a similar petition which was referred to the same committee without reading Mr Fisher presented a petition from the citizens of Farmington Davis County relative to the cattle law asking QQ amendment to the fence law that owners of city or town lots be compelled to fence their properties prop-erties before damages can be obtained tamed etc Read and referred to announcing the passage of the bill punishing persons for entering into or upon railroad cars The bill was then read ad referred to the committee on counties Messages were recaived from the Council announcing the adoption by that body of the House concurrent resolution redistricting the territory with an amendment the amendment was concurred in also that the bill creating Castle County had been passed by the Council with amend meots The amendments change the name of the county fa Emery County define the boundaries and attach the countv to the First Judicial district The amendments were
