boundaries boun-daries of Lehl City also concurring in the Council amendments to tbe concurrent resolution t examine and destroy certain auditors warrants Councilors Thurber and Merrill were appointed as members of tbe committee on the part of the Council Coun-cil on the resolution for the disposing of said warrant Councilor Harrington from the committee on judiciary reported a bill providing for the adjournment of courts in certain caeee Said bill was read the first and second sec-ond times by sections the third time by it tie tbe title was read and it so passed Councilor Harrington from the committee on agriculture etM reported re-ported a substitute bill for the bill ta encourage the manufacture of sugar and recommended its passage Tbe bill was read the first and second sec-ond times by section and tbe third time by its title and passed The bill appropriates 2000 a A premium to tbe person producing in packages of 100 pounds each 10000 pounds of sugar before November 15th 1880 horn raw material produced pro-duced in Utah and appointing John Clark George Bourne and Samuel P Teaadel the awarding committee When two or more persons produce the amounts required the committee may of Utah defining defin-ing grand larceny striking out the third definition of grand larceny This bill was read inthe Council the fret time and referred to the committee com-mittee on judiciary Councilor J F Smith from the committee on education reported the Hcuae bill providing for tbe establishment estab-lishment and support of district schools with amendments A communication was received from the House announcing the pas sage of the bill authorizing Salt Lake Davis Tooele Summit and Waatch Counties to purchase capital Block in the Utah Eastern Railway with amendment Tbe Council did not concur in all the amendments and the bill was sent back to the House Communications were received from the House announcing that the Council bill providing for tbe adjournment adjourn-ment of courts in certain cases bad been passed iu that branch without amendment also that the House had concurred in the Council amendments amend-ments to the bill providing for special elections also that the House had passed the Council bill changing the names of petitioners Layton t Nay lor j brCouncil Council Thurber from the com miitie on printing reported the bill licensing and regulating the sale of liquor as having been received from the printer Laid on the table to I come up in its order After consideration of several sec tions the school bill was recommitted to the committee on education and Councilors Caine and E Snow were added to the committee Communications were received from the House announcing that body had passed tbe bill defining the First and Third Judicial Dittricte also the sugar bill with amendments and that the House did not recede from its amendments t the Utah Eastern Railroad Company bill The Council did not concur with I these last amendments a committee of conference was called for and Councilors Smith and Cains were appointed the committee of conference on the part of the Council Councilor Wele from the committee on enrollment reported that the act providing for adjournment of courts in certain cases the act changing the names of certain persons the act apportioning the waters of Great Salt Lake and changing the northern boundary ol Salt Lake County also the act defining and acknowledging rights in water had beea engrojsed and were ready for the Governor Councilor J F Smith from the committee on education reported that 0 F No 20 providing for the establishing and support of district schcolv was substituted by the House school bill now under consideration and the Council bill was laid on tbe I table Tuesday Council morning adjourned until 11 oclock HOUSE Messages were received from the Council nntoancing the passage of the bill amending se ton 1732 of the Compiled Law without amendment also its concurrence in the House resolution re-solution concerning auditors warrants war-rants with amendment The amendment amend-ment was concurred in Mr Snell called up the House bill defining grand larceny However there being but a bare quorum prea sent an adjournment till 2 oclock was taken before the bill was considered con-sidered At 2 oclock the House again met and proceeded t business the House bill defining graLd larceny being taken and put its up upon lt passage A motion to amend made by Mr Grover was discussed and lost and se the bill passed The Council bill t authorize certain cer-tain counties to subscribe to the capital stock of the Utah Eastern Railroad Company was taken up on its second reading and slightly amended by providing that the vote of the counties should be by the proI arty taxpayer when it was read the third time by its title Just 1 the motion to pass was being put Mr Sharp arose and called the attention of the House to the provision of the Revised Statutes which says that territorial ter-ritorial legislatures shall not paa special legislation and stated that he thought this bill was granting special privileges rnnfl fVimnnnv to the Utah Eastern Rail Mr Penrose argued differently and i j Mr Grover argued against the bill questioning the wisdom of the counties coun-ties going i debt and said it was strange to him that i it was sure to be profitable that the capitalists of this country should not take hold ot I it he bad grave fears a 10 its resulting f ing profitably Mr Smith called attention t the passage of a similar act by the legislature i legis-lature of Arizona arguing that i the provision cited by Mr Sharp was a bar t this character of legislation it weuld have been urged there Mr Farr spoke in favor of the bill > jepJiedtaJIr Qrpvera remarks and showed the good tbat would re sultromit 1 Mn Pack iadeo motion which provides that the bonds held by the counties could not be disposed of without the consent of a majority of the counties interested He stated that be was opposed to the counties going into this matter unless they could hold and keep a majont of the stoolr and wanted ito arranged that one county could not dispose of its stock to the > detriment of t < ie other counties Mr Carrington supported the motion mo-tion while Air Farr aid it would be necessary 10 get up a new bill to cover the ground Mr Carrington said unless the bill would cover these grounds i wculd be worse than buy t pass i The motion was put and lott Mr Hatch moved that the payment pay-ment of the bonds should be within six years instead of twenty and stated tbat he wanted his constituents to know that they were t pay the sum they might vote and net to leave it to another generation to wipe off Tne motion was put and losEToc The bill waa then passed A petition left over from the last session as unfinished business and referred tu the committee com-mittee and recommended that it lie on the table indefinitely Report adopted A message WAS received from the Council announcing that body had concurred in the House amendments to the bill authorizing certaiu counties to purchase stock in tbe Utah Eastern Railroad except as to the provision regarding property taxpayers The Huuse refused to recede from its amendment in regard to property taxpayers On ruction of Mr Francis tbe bill reditticting the Firct and Tnird Judicial Districts was taken up on its second reading and amended During the second reading ol the bill Mr Preston mqved that the portion of the bill providing that the couit should be held elsewhere else-where than at Ogden be stricken out He said he was willing the court should be held at Ogden but did not want it any lurtber norm Mr ren roso and I Qarrington spoke on i stating that it was the preroeatte of the Governor to assign the time and place where the court should be held but did not objec to the striking out of the bill Mr Carrington stated that Ogden was endeavoring to obtain stenches and as the people north did not want them he was willing the words should be stricken out BO that the Governor might look at it aJ a sort of sign board for the people of Cache Valley that they did not want the stink stnkA discussion on the merits of the bill was brought up by Mr Farr and indulged in by Messrs Carrington Sharp McKinnon Francis and Dusen berry the last speaker holding tbat the bill was somewhat at variance with the Poland bill by which the act i passed would be inoperative for 1 year at least Mr PeDro argued Hut though objections against the bill had genuine genu-ine object ODU he did not think they were sufficient tJ overbalance the good tbat would grow out ot its passage pas-sage and showed the convenience that would result to all from the bill I was then read the third time by its title and passed Mr Hatch from the special committee com-mittee appointed to act with a like committee from the Council on the redistricting of the territory and apportioning ap-portioning the presented a petition from eightysir citizens of Ogden praying tbat the city council of that city be allowed to issue bonds Jor the building of water work Read and referred to the committee on
