Show A Cartons QeeeSloa Washington 21The National Republican in commenting on the cases which came before the Supreme Su-preme Court on Monday involving the validity of certain antiChinese ordinances of the city of San Fran cisco says For years a struggle has been going on in California and more especially in San Francisco between the treaty rights of the Chinese and the local law of the state and its chartered municipality The city of San Francisco has imposed im-posed conditions which are equally applicable to all but which are pretty sure to operate as to exclude Chinese laundries from the city The requirement is that license hall be had and that licenses shallot shall-ot be issued until the health commissioners com-missioners certify that the premises have proper sewerage and drainage until the lire commissioners swear that danger from fire is properly guarded against and until the board of supervisors shall vote its consent and on what argument can this ordinance be overthrown Twelve years experience in the recon traction tion period taught us the wonderful wonder-ful resistance which communities could present to all attempts at external ternal force which ell short of open I war and at the end of it all we have been torced to rely upon the natural political forces within the southern states themselves for the enforcement of constitutional edict of enfranchisement and so it will bon e b-on the Pacific People there will contrive many ways to rid them elves of the unwholesome element in whose welfare so many of their eastern fellow citizens feel so deep an interest The new anti Chinese ordinance in San Francisco Is fair on its face To say that it ia i antiChinese is to assume a knowledge knowl-edge of the mental operations of its i framers Can the Supreme Court become a mind reader and under take to decide that discrimination ie i intended where none is expressed V It is a curious question |
