conference report on the Indian appropriation bill Agreed to On motion of Hale the Senate resumed sumed consideration of the naval appropriation bill The pending question was on the amendment offered yesterday by Rollins providing provid-ing for a board to scrutinize the active list of the navy and select a certain number of officers of each grade to be retained on the active 1 list the remainder to be considered supernumeries The point of order raised yesterday that the amendment I amend-ment was inadmissable as proposing general legislation was sustained i On motion of Hale the paragraph providing that the secretary of the navy should invite proposals for the construction of three steel cruisers and a dispatch boat was amended to exclude the armament of vessels from the proposals and appropri ting for the bureau yards and docks increased 64000 On mouton of Lapham the provision visIOn that hereafter no officer of the navy shall be employed on any shore duty unless the secretary of the navy shall determine that such employment is required by public interests was modfied The Utah bill being the regular prder it was temporarily laid aside with the consent of Edmunds and the Senate took up the bill making appropriations for the District of Columbia which was considered amended and passed Allison from the committee on appropriations reported the legisla iveexecutive and judicial appropri ation bill and gave notice that he would call it up and ask the Senate to dispose of it to morro The committee amended the billy bill-y striking out that provision which contemplated the consolidation ot the internal revenue collection districts tricts and the reduction of the aggregate ag-gregate number from 126 to eighty two and also the provision requiring requir-ing eight hours labor in the departments de-partments The amount appropriated appropri-ated by the bill as it passed the House was 820349800 to this amount the Senate committee added 3215129 mostly for the pay of additional ad-ditional clerks in the several departments de-partments Allis > D I ubmitted the report of the committee of conference on the consular and diplomatic appropriation appropria-tion bill Agreed to The Senate resumed the consideration consider-ation of the Utah bill the pending question being on Blairs amendment amend-ment making the prohibition of voting vot-Ing apply only to persons tried and convicted of polygamy or bigamy instead of to all families The amendment was lostayes 6 naves 37 Logan believed polygamy to be a cancer in the body politic which should be cut out by the roots Therefore he would vote for the bill or for any other legislation within the Constitution of the United States to extirpate this evil and if legislatiou should fail and he ejulii have his way he would resort to stronger measures Call said the bill was a direct attack tack on the Constitution of the Jutted States and a flagrant insult to the Christian religion and argued that if Congress was authorized to deprive a ciiiztn of the right to vote because of any opinion he might entertain of the propriety of having hav-ing more than one wife it would have equal right to proscribe the possesiou of a dozen wives or the practIce of strict celibacy as necessary neces-sary qualification for the exercise of the right of suffrage Polygamy would be extinguished by the attacks at-tacks of the Christian religion and the influences of our civilization and our economic laws Ingalls moved to amend section seven of the bill so as to prohibit the voting of women in any terri T tory 01 the United States Edmunds opposed the amendment because he desired to confine the operation of this law to the special question for which it was framed and not toraiso the general question of female suffrage After discussion in which Jones of Florida Beck Garland and Maxey took part a vote was taken on Ingalls amendment resulting ayes 11 noes 20 No quorum voting Pendleton moved to adjourn Edmunds demanded the ayes and noes on the question which resulted ayes 13 noes 16 On call of the Senate thirtysix senators answered three less than a quorum QEdmunds moved to instruct the sergeantatarms to request the immediate im-mediate attendance of the senators Agreed to 19 to 11 At little before 5 oclock the ser geantatarms made a report Iii regard to the absentees The roll was again called and The clause relative to the Yellowstone Yellow-stone national park having been reached McCook moved to strikeout i strike-out the proviso to authorize secretary i sec-retary of the interior to lease por tions of the park under certain restrictions and insert in lieu there i or a proviso prohibiting the secre i tary of the interior from leasing any portion of the Yellowstone Na tional Park to any person com 1 pany or corporation for any + purpose whatever declaring of no force or effect any lease agreement exclusive privilege or monopoly already ready granted or entered into and authorizing the secretary of war to make the necessary detail of troops to prevent trespassers or intruders entering upon the Park with the object of destroying game therein The amendment was adopted if Cox New York moved to strikeout E strike-out the clause appropriating S10COO for the support of the Botanic Garden in Washing and in advo 1 cacy of his motion ridiculed the bouquet garden and suggested that it would not contribute to the peace of members of the family if it were known where many of those bouquets went to The motion was lost ostPerry Perry offered an amendment ap propriating 50000 for the payment of additional compensation to the supervisor of census Ruled out on point of order Willetts offered an amendment + providing that the clerk of the Supreme Court will hereafter retain the fees and emoluments of his I office for his personal compensation over and above his necessary clerk ire and the incidental expenses of his office a sum not exceeding ° 8500 a year repealing so much of the act of Feb 28th 1678 as relates i to the compensation of clerks from 1 attendance in court authorized in the Supreme Court the proper tables + of facts to be cjiarged by the clerk t provi ing that until that ia done the fee charged for recording or copy ing any paper or record shall not exceed 14 cents per folio Adopted On the point of order raised by Holman the clause appropriating a S 15000 to pay the expenses of the circuit judges in going and returning from the court was stricken out of ii the bill On motion the House amendment i was adopted granting a months salary to employees of the House Cabswell offered an amendment approving the modification of the t treaty and the agreement made with the aioux Indians under the last sundry civil act appropriating 200000 to enable the secretary of the interior to enter upon the execution cution of said treaty aud proposing to reserve to the railroads the right of way depot grounds etc which r have been paid lor by them under the agreement with these Indians i On motion of Valentine the amendment was submitted confirm ing all selections of land in severity sever-ity heretofore made by the Santee Sioux on their reservation in J Nebraska The amendment as amended was adopted The committee then roso and reported re-ported the bill to the HoSe It being rumored that the friends of the bonded spirits bill had organized ized their
