Show Minerals and Mexican Land Claims Washington 23 Following is the full text of tho mineral land provW finally agreed upon in the bnl which passed the Senate last Thursday providing provid-ing for the adjudication of Mexican land claim in Nevada Colorado Wyoming New Mexico Arizona and Utsh No allowance or confirmation of any claim shall confer any rght or title to any gold 5 IV T r quickilvermines or min rls of the same unless the grant claimed eflecttd the donation or sale of such mines or mineral min-eral t the grantee or unless such grantee ba become otherwise entitled thereto in law or in equity and all such mines and mineral shall remain the property of the United States with the tight of workig the same which fact nal be stated in any patents issued under un-der this act but nothing in this act shall uthorza the working of any mines therein by any person the confirmee or hu asiiens until Congress hal provide by law thorefor This clause i based upon Spanish and Mexican ordinances which provided that the precious minerals should be ieseryed to the crown unless specially included in the f raits Tee other principal conditions precedent prece-dent to confirmations under this bi 1 areas are-as follows No claim hal be allowed for any land the rgbt ta which hu hitherto ben lawfully acted upon and decided by Congress or under its authority author-ity No proceeding decree or act under this act shall conducts or affect the private pri-vate rights of persons as between each other all which rights shall 0 reserved and saved t the same effect as i this act bad DOt been passed but the proceeding decrees and acts herein provided forihtll he conclusive of all rights aa between the United States and all persons claiming any interest or right in such lands The bill also provides that all caims not presented by petition t tho proper I United States district court within three years from the 4atdtsl its ensdment shall be forever barred |
