cxShorriff Doggelt republican leader in Brooklyn and other gentlemen The arrest was made upon a warrant issued by Judge Noah Davie presidiog justioi of the supreme court It charges Pbilp with maliciously composing and publishing the alleged forged letter Philp and the officer accompanied by Wm Veediir lawyer came over to the police headquarters head-quarters this city After a brief detention deten-tion Philp was taken to the supreme court Judge Davis being temporarily absent be was detained m the district attorneys office Ho will be arraigned before Judge Davis later ia the day publication had been made in a paper called Truth of an alleged letter of Gen Garfield to Morey also of an I editorial headed Lying and Sticking to It in which Garfield was repeatedly called a liar Bliss swenr that be is acquainted ac-quainted with GarCelds writing and that be believes the Mercy letter was written and forged by Kennard Philp Bell then sid I hold in my hand the original manuscript of the editorial referred to headed Lying and Sticking to It1 The affidavit went on to say that he believed be-lieved l that the publisher and manager of Truth arranged with the democratc national committee to circulate a large number of copies of the forged letter Mr Bell then said he hud affidavits of gentlemen who were acknowledged to be experts in handwriting He read the affidavit of B E Payne and A F Southwark setting forth that the Morey letter l was not iu their belief written by Garfield and that that letter was written by Philp who wrote the editorial article I referred to They had also in forming I their opinion seen his handwriting on bills and other pper From the Evening Fbsl The charge of criminal libel Mr titoughton explained ex-plained WES in order to guard witn the information that if the full address is furnished to the postmaster all trail to that address will be delivered by carrier free of charge Carriers say they never delivered anyletters
