of the board of works during the year lt 1905 according to its Us annual report Just filed with Mayor Bransford Much work was as left over from the preceding year but of the work awarded during Iros little remains to be done with ith the exception of the big sidewalk side alk contract given to James Kennedy Kenned known as side sidewalk sidewalk sidewalk walk extension No Ko and covering fifty two miles of sidewalk in the southeastern part of the city Some sewer se er extensions are also uncompleted notably extensions Is 11 isi and l 1 which can enn scarcely oe ne constructed until the Intercepting sewer which drains them is put In operation This the board states should be within thirty days das The estimates approved by bS the board during the year ear were for the following classes of work Street and sidewalk repairs J Crosswalks Curb and lind gutter Paving repairs Water mains J 49 Sidewalks Sewers Street paving m Total estimates approved Bills have hae been as follows Refunds on permits Street and sidewalk repairs SOt Special improvements Sr Office expenses Total The aboe above 13 Includes the office pay roll roU for tor the year which provides for salaries as ts somewhat in advance of ot a reasonable figure This occurs only in the smaller contracts where It would appear that the contractors tors tots have been dilatory in the prosecution of their work To obviate the recur recurrence recurrence recurrence rence of ot this condition we would recommend recommend mend that R a clause be incorporated into the contracts of the future providing that when hen the cost of Inspection exceeds a rea reasonable reasonable reasonable amount the excess shan shall b be with withheld withheld held from the final estimate which be becomes becomes comes due upon the completIon of the work covered by b the contract Enforcing the Obligations The board members believe that there are obligations upon a contractor after work ork is completed and recommends that these shall be enforced The report says For the tho past palt three or four years ears the city has been at considerable expense In Inthe Inthe inthe the matter of or backfilling sewer Rower and water main trenches where settling has oc occurred occurred occurred after the contractor has ha been dis discharged discharged discharged charged of all obligations to the city Our experience Is that the backfilling of a n trench will settle for a considerable time no matter with what care the work Is Ls done d ne If It is deemed advisable to spare tn th the general funds of the city the expense of this backfilling the end can be attained by incorporating into the con contracts contracts contracts tracts foz fot ewer and water main con construction construction construction a clause clauso
