representative representative citizens of the state and that every phase of ot the question has been given careful and earnest consideration The result of ot this Inquiry and investigation tion tl n has convinced me beyond the possibility possibility possibility of doubt that the time has arrived when the legislature should make a move In this direction And I appear before you to call your attention to a plan which has hasben been ben devised for giving to the state of Utah a state capitol building In arriving at this plan the thought uppermost in the minds of all has been to accomplish the end without burdening the people of the state and to throw about the work and its accomplishment all the safeguards that wise and conser conservative conservative conservative business judgment
