Section 1 It is proposed to amend article e et 13 of ot tho Constitution n of or the State of ot Utah so that the tho samo same will read as RS follows 1 The power of t taxation shall never neer be surrendered suspended or contracted contract contract- ed away All AU taxes shall be uniform upon tho the same class of or property within with with- in the territorial limits of or the authority author author- ity levying the tax and shall be levied and collected for or public purposes only 2 The Tho Legislature shall provide by bylaw bylaw bylaw law for tor an annual tax sufficient with other othor sources of ot revenue to defray the estimated ordinary expenses of the state for tor each fiscal year For the purpose of ot paying the state debt If ff any there be the Legislature shall provide for tor levying a tax annually sufficient to pay the annual Interest and principal principal pal of ot such debt within twenty s eul from tho the final passage of the law creating creating cre follows Not to I exceed four tour and one half mills on each dollar of valuation for general state purposes not to exceed three mills on I each dollar ollar of or valuation for tor school district
