Show auditors report AUDITORS OFFICE G S L city cily jan 2 1852 1 to the honorable council and house of repress representatives ta of utah territory in legislature assembled GENTLEMEN in ill presenting to your honorable body the general report of public accounts for the territory of utah for the year 1851 I 1 must I 1 crave your indulgence for its imperfections and brevity inasmuch as circumstances which cannot be controlled by human agency have rendered it impossible to ohp present r e all the statistics which are ever desirable to those 0 se upon whom devolve the responsibility of directing and governing the affairs of nations and especially of this young but birt rapidly growing territory these circumstances are many and various one or two of which I 1 I 1 will mention viz the organization of new counties and consequent appointment of new officers who have not had bad time to understand in full fall the duties en joined coined upon them the removal of officers such as justices of the peace from one county to another and consequent disarrangement of their accounts ac upon whom the auditor has to depend in some measure for reports to be embraced in the general manifest at the close of the year but the greatest difficulty has arisen from the apparent scarcity of money ne which has as delayed the callec collection on of ne nearly the e whole h it of th the e years taxes to within I 1 the he last two in months and d ev even en n now 0 at this late period the weekly re receipts eilts amoun amount t to f from I 1 five hundred to one thousand d dollars I 1 s in wolf bounty wheat ac in consequence of which ich fact it has been considered advisable to keep the collectors lec tors books open a few weeks longer in order that th the vast delinquency which appears on this report may be diminished and a better prospect afforded for the commencement of the business for the year ensuing ensuing hence this report is not final but bat is merely a statement of facts as th they eynis exist t at the present date and may be relied on as mainly ly correct in all the matters herein presented some idea of the growth and prosperity of this territory may be for formed by comparing the revenue for the year 1850 with that for the year 1851 the total amount of taxes for fol the year 1850 was eight thousand one hundred att sixteen dollars t while the amount of taxes for the year 1851 amounts to twenty three thousand nine hundred and seventy one dollars showing an in increase creist of fifteen thousand eight hundred and fifty aty five dollars 55 or nearly two hundred pen percent cent a sum which I 1 if all collected would be amply sufficient to pay all ik the territorial debt and leave a handsome balance on hand to prosecute the business for the coming year with these preliminary remarks I 1 will proceed to fey hy before you as the facts now exist the follo following W ing GENERAL MANIFESTO OF assessment FOR THE YEAR 1851 G S L co etc tax at 2 per million one hundred and sixty thousand eight hundred and eighty three dollars and ana eighty cents the tax on which according to the foregoing statement amounts to twenty three thousand nine hundred and seventy one dollars and thirty four cents add to this the amount of delinquencies tor for 1850 viz and amount received for fines in the year 1851 territorial revenue for the year 1 1851 of twenty six thousand six hundred and seventy dollars and fifty eight cents of the aforesaid amount there has been paid as a appears P on the collectors books as follows viz I 1 in ahi t this sa dyt cos cols perceive by the foregoing that since my last report there has been paid on gardners gardeners Gard ners orders for work done in the year 1850 on the cottonwood canal 1 I have repeatedly endeavored to obtain a report of the amount of indebtedness for work on said canal so as to know when the whole was paid but have not yet been able to obtain it it is for your honorable body bod to say whether such orders shall be received and pail paid until such a report is furnished there has been paid to matthew gaunt as appears on the above report fifteen hundred dollars on account of the woollen factory in addition to which he has got credit this day for foi three hundred dollars more leaving a balance of two hundred dol dollars laiss yet to be allowed him by the state commissioner out of the appropriation of two iwo thousand dollars made a year ago by rt ference to the state commissioners report repart you win will see that unless an additional a appropriation is made the work will tall fall far short of being completed of course if no further appropriation is made or instructions given on the subject payment will be stopped when the two thousand dollars is is expended there is a balance yet due the tithing office on last keais account of upwards of seventeen hundred dollafa dol laps but inasmuch as wheat is coming in in very rapidly for taxes the balance will soon be paid in consequence of the lack of money all the public or territorial receipts a and nd payments for the year 1850 have been made th through r the tithing office with very few exceptions an and the treasurers Treasur ers books only show a general account of receipts and expenditures for the year the accounts on the treasurers Treasur ers reis books balance and I 1 have not considered it r to present resent any treasurers Treasur ers report ina inasmuch as the e fore foregoing 01 shows the whole transaction for the year there here are occasionally orders received and applied on taxes from robert and harvy pierce ex super er visors the bomer fomer clai claiming minga remuneration for services as supervisor and the latter for work on roads and bridges not previously included in his report it remains with your honorable body to say whether such claims shall continue to be allowed and to make such regulations in regard to the matter as you in your wisdom may deem proper the amount not accounted for by the collector is is copied from the books as they na now w appear but he has claims and demands on responsible persons for a considerable portion of the amount which are not yet in a situation to be credited to him on hs his account should an allowance be made to the collector for services for the year 1851 the auditor would be pleased to be advised of it as soon as report unless I 1 may be permitted dermitt to suggest one thing furtner farther namely if assessors and collectors are to be appointed for each county and the auditori is required as heretofore to prepare their books he would wish to be seasonably notified as it will require much time and labor As the undersigned undersigner under signed is auditor for the state of deseret and not for the territory of 1 utah you will probably deem it wisdom to appoint another auditor during the present session of the L legislature if so the undersigned undersigner under signed will be bapty happy to ait aid and in instruct hima him to the best of his abi ability ity and furnish furnis sh him with any information he is is in in possession of in regard to his duties and matters pertaining to his
