men who have been selected for appointment appoint-ment a second lieutenants in the regular army to fill the vacancies created by the act of congress adopting adopt-ing the three battalion organization of infantry and the addition of one second sec-ond lieutenant to all batteries when filled to war strength Each of the 195 men selected will be obliged to undergo a examination that will be a thorough test of his mental and physical physi-cal qualifications for the army service Those who pass the examination will be named by the president to the senate sen-ate To the selection of the men both the president and secretary of war have devoted time and consideration Out of the 195 appointed 89 are known to be college graduates five of them honor men of their classes of colleges having military Instructors in all representing 67 different Institutions Fortyeight are now in the volunteer or militia service and 13 a enlisted men In the regular army I Never before has there been such
