convention which nominated nomina led him wis was the unswerving loyalty of the delegates from each of the counties in which mr hoat has had residence always active in church work his in civil affairs began with his very neaily neatly unanimous election as county attorney of kane county in 1902 having been nominated for the position while still in the mission field where he was in charge of a colonizing enterprise at kelsey texas satisfactory letory conduct of the office of prosecuting attorney at torne in that border county at that time was no sinecure but deung dut in his hs term of office mr hoyt was urged for the position of district attorney after a 3 ear and a half of private practice however mr hoyt accepted a position with the government forestry service and was wag soon given charge of the dixie and sevier national forests in southern utah from the position of forest supervisor mr hoyt ivas was called to headquarters in Wash meton in april 1907 his its combined knowledge of law and of the n conditions resulted in his detail to the legal department of the service with assignment to the branch of A lands to handle claims and right of way matters land for good and evil in the west on his last hist detail to the washington office mr hoyt was assigned to revise the i emulations and instructions of the secretary of agriculture for the cl classification of chii lands in all the national forests and also re drafted most of the de part bents regulations dealing with the land policy and procedure direct in the classification of over 00 0 acres of land to which mr hoyt gave special attention the last two years involved not only a consideration of the character if the land itself but a study of all the resources and the general economic present constitution section 11 of the constitution contains several of the reasons and you will not find section 11 in the amendment this section of the constitution permits county commissioners and county assessors Asse sors ELECTED by you to handle LOCAL taxation according to the men who are so busy bugy in support of the amendment this is wrong they believe the state board of equalization should handle ALL your taxation that county assessors should be APPOINTED by the board instead of ELECTED by you that county commissioners are not fit to have jurisdiction over local taxes and should therefore be subordinate to the state board in all tax matters that the members of the state board should continue to be APPOINTED not elv elected eted that members of the board should have LARGER SALARIES and section 11 must be repealed before all these things can be accomplished these are some of the reasons why the board is so greatly interested the board protests its anxiety to inform the public then ask it to give you the exact language ot of tho the official reports in which these changes are recommended if the board will not give it to you wb WL WILL the board and its friends have already given FOUR different reasons for their great desire to have DIFFERING rates of taxation on various clas classes ses of property don dont you believe it would have been a good way to inform the public if they had put the reasons into the amendment itself you like to know JUST WHAT YOU ARE VOTING ON the board manifests distress because mines are being taxed on the same basis as other property it complains that the minos mines are not paying as much taxes as they would be if they were paying more taxes but has the board told you why it is collecting from you for STATE PURPOSES ALONE MORE this year than last where doss does this excia money go it is MORE MONEY than triple taxation of mine proceeds would have yielded the state this year more than twice as much why was not that used to reduce taxes on the homes farms etc about which the board says it is so solicitous Is part of it to be used for the further information of the public do you wish lower taxes on homes farms and other property then dont give officeholders any MORE money to SPEND no matter where it comes from even though it comes from mines you dont reform a spendthrift by increasing HIS ALLOWANCE you must CUT IT DOWN dont let them thein tell you they cant reduce your taxes without raising somebody else because IT IS NOT TRUE make your public officers high and low WORK AT THEIR JOBS instead of junketing all over the country at your expense make them discharge their USELESS HELP who fatten on YOUR MONEY make them get you a days WORK VORK for a days w wage e when they spend public funds make them OBEY THE LAW and observe their OATHS OF offis OFFICE you will never get taxes REDUCED by giving givin th the officeholders MORE TAXING POWER this amendment may get THEM more money it will not SIVE SAVE any for from front childhood up has known the vicissitudes of pioneer life and though while still a child left to the care of a widowed mother he made his way through high school and into college by his own worked up tip to very responsible places in the public service he is 42 years old and has a wife and family of four children the critical illness of one of his children necessitated his dropping out
