The occasion of the Hogle Zoo election s me to take pen in hand and afflict others with my philosophy. I say afflict because I fear my beliefs will not be met with widespread enthusiasm. I dont fear for myself, I fear for the future of our community when the beliefs of the Founding Fathers have fallen out of vogue. In the first place, I must agree entirely with your editorial against an unfair system of taxa- Harman Dr. com-pell- tion. However, you failed to include a discussion of a more fundamental question: Should government force me - through taxation - to support a zoo? By way of background one should know that I earned a PhD in zoology at BYU and formed and supervised a reptile zoo while there. I think zoos are great! It would be nice if every community could have a local zoo. It would be a terrible tragedy if Utah lost Hogle Zoo. Get that point clear. I am not against zoos. Now for the unpopular philosophy. The heros of our nations birth gave their all to a particular philosophy of government. I think the most significant phrase in the Declaration comes after the more popular phrases about being created equal and having the unalienable rights to life, liberty and pursuit of happiness. The Declaration of Independence claims that governments derive their just powers from the consent of the -- governed. In other words, we citizens get our rights from our Creator and then we delegate power to the You government to secure these rights may not agree with me, but I believe I can show in The Federalist Papers where our Founding Fathers held this view. This places a great limitation on government. Its just powers consist only of those powers you and I delegate. And, of course, we cant delegate any powers or rights we dont have in the first place. Now comes the big question: When I supervised that zoo in Provo, did I have the right to force my neighbors to help finance the worthy project? Does anyone have a natural right to force others to support a zoo? The answer is obvious. Institutions such as Hogle Zoo should be enthusiastically supported by the private sector. If there were not enough to support a zoo, my tears would be as real as any. I also cry over the Boat People. But our funds are not endless. People should be free to choose among a zoo, a church building, an artificial kidney, a cancer project or a beggar on the street. Freedom is the key. If no one raises a voice when government takes unjust powers - even for a good cause - then surely tyrany will be our end; unless God raises up another generation of inspired Founding Fathers. Every time politicians attempt to expand their taxing base, the press ought to protest the way Kennedy did over the Cuban missiles. Stand and tell would-btyrants that as much as we love our zoo, we would rather let it go than surrender another freedom. I have read some articles criticising the r form of government as being a poor choice for our city. The authors attempt to relate the problems of cities such as Riverton to this form of government. But I ask you to look closely. Is it the manager or the elected officials who have caused the problems for those cities. You will find, upon examination, that political maneuvering among elected officials is the major factor in the municipal problems. There are many very strong cities functioning with a city manager. Orem and Ogden are excellent examples. Ogden, though under charter, had the same city manager for 30 years. There are excellent examples of the commission forms of government such as Murray City. Provo, which just changed to operated successfully for years. Every form of government has succeeded and failed somewhere. There is none without flaws and strengths. The important issues to consider are which form of government can most effectively meet the needs of our city and then search out and encourage to run for office those people who you know are honest, who have integrity, with the best interests of the citizens at heart, as well as ability. Our city is filled with people of this caliber. Elect them to the office of the form of government you choose. Nor would any successors, most likely untrain- ed novices, be in a better position to improve the situation significantly. A city manager could. A city the size of West Valley would be a top-ofthe line working location for a per- son with an educational background in municipal management and ac- tual experience in another city. If residents approve a change in government, hundreds of applicants can be expected for the position. Surely, an elected council would be able to select a qualified person, one who could work harmoniously with them and help develop the city's potential.
