At the meeting many people had their say and most made common sense. There was the judge who spent a lot of time telling of his past endeavors with juveniles in trouble, plus all the committees he has sat on LEGAL NOTICE 16-4-- involving juveniles and perhaps his valid reasons for promoting this facility. But what he said really had no bearing on what was being proposed. And, from what I heard, Im not sure yet that he might be right. The feeling I got was that he felt that because the money r. Now, what I observed at this meeting is that the Board of Correction members had really already made up their minds that this site was going to be approved, regardless of the opinions of the citizens of west Valley City who were also in attendance. As a courtesy, or whatever you wish to call it, the board did politely listen to the ciitzens expound their thoughts and fears regarding this facility. But this is where the inaction came in. First, there was no proposal or motion made by any member of the board that their decision be withheld for another week or two to study other alternatives for another site. Therefore, a very nervous Mrs. Talbert proposed and stated that she was more anxious to move on with the proposed site without delay. My feeling was that this facility was more important to her than the concerns of those people who had to physically live with the facility right in their back Thus, the yards. as as Notice is hereby given of a Board of Adjustment meeting and, in accordance with Utah Code Section on Feb. 8, 1982 at 5:30 and an order of the Board of Directors made in the Murray Cion the 6th day of November, 1981, the stock will p.m., 250-950- 0 M16 ID ty Municipal Building, be sold at public auction on the 15th day of Febru5461 South State ary, 1982, at 7:30 p.m. at 4317 South 700 East, Salt BMW Street, Murray, Utah, Lake City, Utah, 84107, to pay the delinquent WHOLESALE in the Council Chamassessments thereon, together with the cost of 1979 BMW 528, fully equipped. which at the time bers, advertising and expense of sale. The board was told that if it selects either of the replacement options, it will have to delay construction of a badly needed elementary school on the west side. Mrs. Aguilar suggested that perhaps its time to stop playing games with the growth situation. Why cant you consider placing a bond issue before the voters? she asked the board. You obviously need to deal with this situation and you arent going to be able to keep up with the population. Joyce Higashi suggested Cyprus students could be bused to empty classrooms at Skyline and Olympus to avoid disruption of classes. grams. Board member Miriam Farnsworth, who represents the r area, said she could not support such a move. That drew sustained applause from the audience. Supt. John Reed Call said the district does not have sufficient buses to do that, especially considering some elementary busing that will result if the board elects to replace the Cyprus structure. The report showed that the instability in the soil is likely caused by water. Stable ground was not hit by the test until a depth of 35 Magna-Hunte- , feet. Classrooms in the area where the building was judged to be unsafe have been closed. In other action, the board agreed to an expenditure of about $75,000 in vocational education funds to replace manual typewriters with electric ones. Mrs. Higashi opposed the proposal, opting for a phase-in- , but other- board members, swayed by a former business teachers comment that a mixture would cause a hardship for teachers and students, voted to approve the project. The machines will be placed in those schools already wired for their use in March and in all by the start of school in the fall. Several items on the boards agenda were tabled because of the lengthy discussion on the Cyprus situation. The board approved the appointment of Dr. Riley ONeil as a director over the west valley area. He replaces Dr. Burton, who was promoted to assistant superintendent last month. ONeil is currently principal of Hartvigsen school and the Hilda B. Jones Center. LAKE VALLEY CITY (From Page 5, Col. 4) the Lake Valley City proposal may be just a first step toward consolidation. Bill Stay, a study committee member from Cottonwood Heights, noted that incorporation will cause officials to be 100 percent responsible to the electorate. Presently, he said, the unincorporated county is served by three commissioners, but has only about 35 percent of the vote that elects them. Kathrine Brimley, a committee member from Magna, said that while Lake Valley City will have an adequate tax base to operate, equal representation will be a problem. With only three districts on the city-count- y west side, she feared - - that undesirable elements such as garbage dumps, correction centers and halfway houses will be placed on the west, regardless of the position of the west area residents. forth at this meeting many of which were valid enough to warrant more consideration but, as I sat through the meeting listening to the citizens their back yards. Ill excuse the judge on this one because he is not a member of the board and because he had already extolled the fact that, as he of West Valley City grew up, he lived withand then listening to in a block of such a facthe board in approving ility. It is felt Mayor-Counc- il that the will or the feelings of the people in this area are not being considered. The fact that, according to the Board, they can override any local or coun- ty ordinances or disregard the over- whelming objections to local opposition just because thats their decision, doesnt sound like democracy in action to me. It sounds like democracy inaction. It also reminds me of the stories of the Old West and the railroads when the railroads got their own way. Maybe thats the reason all railroad tracks are on the west side. Now we can use them to carry all the permanent residents to the planned correctional community, West Valley City. Maybe the thoughtless thinking of those in charge is that if youve got one, you might as well have them both.
