County Commissioner Mike Stewart city ordinance took precedence, Greenhalgh said. But since West Valley had not notified the county officially of its ordinance, a sign announcing the ban had not been posted in the park and, since the county had given out information that beer would be allowed, the city agreed to allow the Democrats to con- sume beer at the party, the City Attorney said. He noted also that within the last week he sent an official notice of the citys ordinance to the county.
